THE FAVREAU GROUP
CIVIL ENGINEERING
(d) Secondary access for fire and emergency medical vehicles consistent with EC
9.6870 is required.
RESPONSE: The subject property has one access point at Craftsman Way and has a fire truck turnaround on the
east end, consistent with this standard.
(e) Except for applications proposing needed housing, all applicants shall show that
the proposed street alignment shall minimize excavation and embankment and avoid impacts to
natural resources, including water-related features.
RESPONSE: The application is proposing needed housing, therefore this section does not apply.
(f) In cases where a required street connection would result in the extension of an
existing street that is not improved to city standards and the street has an inadequate driving
surface, the developer shall construct a temporary barrier at the entrance to the unimproved street
section with provision for bicycle, pedestrian, and emergency vehicle access. The barrier shall be
removed by the city at the time the existing street is improved to city standards or to an acceptable
standard adopted by the public works director. In making a determination of an inadequate driving
surface, the public works director shall consider the street rating according to Eugene’s Paving
Management System and the anticipated traffic volume.
RESPONSE: All streets are proposed to be constructed to city standards. Therefore, this section does not apply.
(g) 2. The applicant demonstrates that a connection cannot be made because of the
existence of one or more of the following conditions:
a. Physical conditions preclude development of the connecting street. Such conditions may
include, but are not limited to, topography or likely impact to natural resource areas such as
wetlands, ponds, streams, channels, rivers, lakes or upland wildlife habitat area, or a resource
on the National Wetland Inventory or under protection by state or federal law.
b. Buildings or other existing development on adjacent lands, including previously subdivided
but vacant lots or parcels, physically preclude a connection now or in the future, considering the
potential for redevelopment.
RESPONSE: This section does not apply.
EC 9.6820 Cul-de-Sacs – There are no proposed cul-de-sacs.
EC 9.6830 Intersections for Streets and Alleys
RESPONSE: (1) Angles – The proposed intersections are designed at 90 degrees to each other.
(2)Offsets - The intersection of Craftsman Way and Craftsman Place Drive is located over
500 feet from the nearest street intersection.
All surrounding street systems adjacent to and abutting the development property are
under Lane County jurisdiction. Coburg Road is classified as a minor arterial. Since the
streets are in the urban growth boundary of Eugene, Lane Code 15.137 (6) (a) states that
"Within urban growth boundaries, block length and connectivity policies and standards
specified in city transportation system plans and city development codes shall apply."
Eugene Code 9.6830 (2) requires the minimum intersection offset shall be 400 feet on an
arterial street. The proposed offset from any existing street is over 500 feet
EC 9.6835 Public Accessways – There are no existing or potential accessways on adjacent
properties that would dictate the dedication or construction of a public accessway onto the adjacent
properties.
EC 9.6840 Reserve Strips– A 1-foot reserve strip will not be needed.
EC 9.6855 Street Names – The proposed street is the extension of an existing Street.
