Existing Conditions and Site Access <br /> <br />The site is relatively flat and includes frontage along the Willamette River. The site is currently developed <br />with the Eugene School District 4J administrative offices, maintenance facility, ECCO facility and <br />associated landscaping, parking areas, and other site infrastructure. With the exception of the proposed <br />development in the small Project Site area, there are no changes proposed to the existing site. <br /> <br />The Willamette River runs along the northern property line of the site. The Flood Insurance Rate Maps <br />identify the site as being in Zone X, areas determined to be outside of the 500-year flood plain; Zone FW, <br />floodway areas inside the 100-year flood where the base flood elevations have been determined; and <br />Zone X5, which are areas of 500-year flood, areas of 100-year flood with average depths of less than 1 <br />foot or with drainage areas less than 1 square mile, and areas protected by levees from the 100-year <br />flood. See the attached FIRM Map No. 41039C1136F and 41039C1128F. Because of this adjacency to <br />the Willamette River, the City has applied the /WR Water Resources Conservation overlay district to the <br />parcel. As established during the initial approval of City File No. WG 19-02, the project area is beyond the <br />100-foot-wide conservation setback. <br /> <br />The site includes on-site parking area and loading zones for the existing use. Vehicular access is <br />provided via North Monroe Street, North Madison Street, and Cheshire Avenue. The site is well <br />connected to the surrounding pedestrian and bicycle network, including pedestrian paths to the west and <br />east and a City recognized, north-south bicycle route along North Madison Street that connects to the <br />South Bank Path of the multi-use Ruth Bascom Riverfront Path system. Additionally, there is an <br />unimproved pedestrian access to the site via Lewis Avenue. The surrounding street network is classified <br />as local streets. The site is served by several Lane Transit District (LTD) routes along West 1 st Avenue, a <br />major collector, which is two blocks south of the site. <br /> <br />III. Relevant Land Use History <br /> <br />The site was annexed to the City in 1891. In 2005, the City finalized the Goal 5 Natural Resources <br />Conservation Project with the ordinance adoption. As part of this process, the Eugene City Council <br />adopted and applied the /WR Water Resources Conservation Overlay Zone measures to implement <br />statewide planning Goal 5 inside Eugene’s city limits. The provisions went into effect on January 1, 2006. <br />At that time, the /WR Water Resources Conservation overlay zone was applied to the site. The proposed <br />Project Site is outside the /WR boundary and regulatory setback, and adheres to the criteria of EC <br />9.4900, as previously addressed in a 2019 Willamette Greenway Permit approval (City File No. WG 19- <br />02). The current proposal is a Modification application to the approved 2019 WG Permit.
