Site Description <br /> <br />A. Location and Site Context <br /> <br />The proposed Modification applies to Tax Lot 400 on Lane County Assessor’s Map 17-03-30-23. See the <br />attached Tax Assessor’s Map and legal description. The ESD 4J Education Center site is approximately <br />567,632734 square feet, or about 13 acres. The Project Site area is about 36,279 square feet. The <br />Willamette River runs along the northern property boundary of the site. <br /> <br />The site is located within the Eugene City Limits and Urban Growth Boundary per the Envision Eugene <br />Comprehensive Plan. Plan designations are regulated by the Metro Plan. Per the Metro Plan diagram, <br />the site has a split designation of Parks and Open Space on the north side and Government and <br />Education to the south. The entire site is zoned Public Land (PL) with the Water Resources Conservation <br />Overlay zone (/WR). Additionally, the site is entirely within the Willamette River Greenway boundary. <br /> <br />The surrounding properties are a mixture of PL, Medium Density Residential (R-2), and Low Density <br />Residential (R-1) zones. The adjacent area is developed with a mixture of housing types (e.g., single <br />family, apartment buildings, and townhouses), a group home, and a public park. <br />
