<br />Metro Planning, Inc July 2026 Kendall & James Homes LLC <br />7 <br /> <br />(d) Secondary access for fire and emergency medical vehicles consistent with EC 9.6870 is required. <br /> <br />Cal Young Rd is classified as a Minor Arterial Street and requires 65’ – 100’ of Right-of-Way (ROW) width and 46’ – 70’ of paving width <br />to comply with requirements for fire and emergency vehicle access. Cal Young Rd has 80’ of ROW and ~ 66’ of paving. An Emergency <br />Vehicle Access Easement is proposed on the south side of the subject property and over the north portion of the adjacent Tax Lot 8001 <br />(under separate ownership via easement) for use as a fire and emergency vehicle turnaround point. The proposal complies with fire <br />and emergency vehicles access requirements delineated in EC 9.6870. <br /> <br />(e) Except for applications proposing housing to be reviewed with clear and objective approval criteria, all <br />applicants shall show that the proposed street alignment shall minimize excavation and embankment and avoid <br />impacts to natural resources, including water-related features. <br /> <br />This criterion is not applicable. <br /> <br />(f) In cases where a required street connection would result in the extension of an existing street that is not <br />improved to city standards and the street has an inadequate driving surface, the developer shall construct a <br />temporary barrier at the entrance to the unimproved street section with provision for bicycle, pedestrian, and <br />emergency vehicle access. The barrier shall be removed by the city at the time the existing street is improved to <br />city standards or to an acceptable standard adopted by the public works director. In making a determination of <br />an inadequate driving surface, the public works director shall consider the street rating according to Eugene’s <br />Paving Management System and the anticipated traffic volume. <br /> <br />There are no street connections required with this proposal, unimproved or otherwise. This criterion is not applicable. <br /> <br />(g) Except for applications proposing housing to be reviewed with clear and objective approval criteria, in the <br />context of a Type II or Type III land use decision, the city shall grant an exception to the standards in subsection <br />(2)(b), (c) or (d) if the applicant demonstrates that any proposed exceptions are consistent with either subsection <br />1. or 2. below: <br /> <br />There are no exceptions to the standards requested. <br /> <br /> <br />9.6820 – Cul-de-sacs or Emergency Vehicle Turnarounds. <br /> <br />A fire and emergency vehicle hammerhead turnaround is proposed on the south side of the property’s 25.00’ Access and Utility <br />Easement; an Emergency Vehicle Easement over a portion of the adjacent property to the south (Tax Lot 8001) will also be necessary <br />to comply with this code section. Please see the tentative subdivision plan set for details. The proposal complies with this criterion. <br /> <br />9.6830 – Intersections of Street and Alleys. <br /> <br />(1) Angles. <br /> <br />(a) Streets and alleys shall intersect one another at an angle as near to a right angle as is practicable considering <br />topography of the area and previous adjacent layout. <br /> <br />(b) If an intersection must occur at an angle of less than 90 degrees, it shall comply with the standards in the American <br />Association of State Highway and Transportation Officials (AASHTO) publication entitled “A Policy on Geometric design <br />of Highways and Streets,” then in effect, or its replacement publication. <br /> <br />The proposed private access street intersects Cal Young Road at a right angle and therefore complies with this criterion. <br /> <br />(2) Offsets. The minimum intersection offset shall be 100 feet on a local street, 200 feet on a collector street, and 400 feet on <br />an arterial street unless adjusted through the process for adjustments to standards of EC 9.8030(12). Offsets shall be <br />measured from the center lines of the two intersecting streets. <br /> <br />The proposed 20.00’ private street located within the 25.00’ Access and Utility Easement is not a local, collector, or arterial street;
