<br />Metro Planning, Inc July 2026 Kendall & James Homes LLC <br />6 <br /> <br />EC 9.8515 Subdivision, Tentative Plan Approval Criteria – General (continued) <br /> <br />(1) The proposed subdivision complies with all of the following unless specifically exempt from compliance through a code <br />provision applicable to a special area zone or overlay zone: <br /> <br /> (b) EC 9.6800 through EC 9.6875 Standards for Streets, Alleys, and Other Public Ways; and <br /> <br />EC 9.6805 – Dedication of Public Ways <br /> <br />As a condition of any development, the city may require dedication of public ways for bicycle and/or pedestrian <br />use as well as for streets and alleys, provided the city makes findings to demonstrate consistency with <br />constitutional requirements. Public ways for pedestrian and bicycle accessways, streets and alleys to be <br />dedicated to the public by the applicant shall conform with the adopted Street Right of way Map, and EC Table <br />9.6870. <br /> <br />Cal Young Road already maintains bicycle and pedestrian rights of way; however, should the city find that dedications of public ways <br />are required, they can be made conditions of tentative approval and will conform with the adopted Street Right of Way Map and <br />EC Table 9.6870. <br /> <br />9.6810 – Block Length <br /> <br />Block length for local streets is not to exceed 600 feet. There is a new 20.00’ private street within the 25.00’ Access and Utility <br />Easement with a length of approximately 380 feet proposed for access to the newly created lots. At ~380 ft the private street complies <br />with the block length standards contained in EC 9.6810. <br /> <br />9.6815 (2) – Street Connectivity Standards. <br /> <br />(a) All streets and alleys shall be public unless the developer demonstrates that a public street or alley is not <br />necessary for compliance with this land use code or the street connectivity standards of subparagraphs (b) <br />through (f) of this subsection. <br /> <br />There is a private street proposed for access to the proposed lots as it is an access serving more than five lots; however, no public <br />streets or alleys proposed with this tentative subdivision or required for compliance with this code or the street connectivity standards of <br />subparagraphs (b) through (f) of this subsection. Subparagraphs (b) through (f) are addressed below to demonstrate the proposal’s <br />compliance with street connectivity standards. <br /> <br />(b) The proposed development shall include street connections in the direction of all existing or planned streets <br />within 1/4 mile of the development site. The proposed development shall also include street connections to any <br />streets that abut, are adjacent to, or terminate at the development site. <br /> <br />Cal Young Rd, abutting the subject property, is developed throughout connectivity routes within ¼ mile of the proposed subdivision. No <br />unfinished streets abut, are adjacent to, or terminate at the development site. No new street connections are proposed. <br /> <br />(c) The proposed development shall include streets that extend to undeveloped or partially developed land that <br />is adjacent to the development site or that is separated from the development site by a drainage channel, <br />transmission easement, survey gap, or similar property condition. The streets shall be in locations that will <br />enable adjoining properties to connect to the proposed development’s street system. <br /> <br />There are no streets that extend to undeveloped or partially developed land adjacent to the development site or that is separated from <br />the development site by a drainage channel, transmission easement, survey gap, or similar property condition. No adjoining properties <br />need to connect to the proposed development’s private street. <br /> <br />
