THE SITE AND EXISTING CONDITIONS <br />A. Development Site <br />The subject property consists of a single <br />tax lot (Map 17-04-24-40, Lot 500), <br />commonly known as the Pape <br />Headquarters building, and is addressed <br />as 355 Goodpasture Island Road. The <br />property is approximately 3.18 acres in <br />size. <br /> <br />The site is bordered by the Willamette <br />River to the west and by properties zoned <br />Community Commercial (C-2) to the <br />north, east, and south. Access to the site <br />is provided from Goodpasture Island <br />Road via a flag-lot configuration. The <br />property is zoned Community Commercial <br />(C-2) and is subject to the Site Review <br />Overlay (/SR). <br /> <br />To date, the property has successfully completed the following land use applications . <br /> <br />• A Site Review (File No. 87-015) – to construct a two-story office building on what is now Lot 502. <br />• Lot Line Adjustment (File No. LA 95-088) – to adjust the property lot line to the south. <br />• A Site Review (File No. SR 96-033) – to construct a four-story, 59,000 sq ft building and associated <br />parking and amenities including the decorative trees along the main walkway into the building. <br /> <br />B. Development Objective <br />The applicant for the Pape Headquarters building is requesting approval of a modification to the <br />existing Site Review Permit (SR 96-33) to allow the following site improvements: <br /> <br />• Removal of the small, ornamental trees located along the primary pedestrian walkway leading to <br />the building entrance to ensure the existing accessible parking spaces and main exterior <br />walkway provide a safe connection to the building. <br /> <br />For reference only, the following tree replacement will be completed: <br /> <br />• Removal and replacement of selected trees within parking islands to facilitate maintenance and <br />repair of the parking island curbs and associated paving; and <br />• Removal and replacement of trees and associated landscape buffer along the northeastern entry <br />driveway due to similar accessibility concerns. <br /> <br />No changes are proposed to the existing building, associated structures, parking areas, or other site <br />improvements. The applicant acknowledges that the proposed maintenance activities involving the <br />removal and replacement of existing trees and landscaping listed above may not independently <br />require a modification to the Site Review Permit. However, these improvements have been included <br />in this application to provide a comprehensive overview of the broader site enhancement and <br />maintenance efforts being undertaken. The applicant is also submitting a Tree Removal Permit for all <br />tree removal concurrent with the Site Plan Review Modification, and a planting plan will be provided <br />for all replacement planting as part of the Tree Removal Permit. <br /> <br />Except within the areas specifically identified for these improvements, all existing site features, trees, <br />and landscape plant materials are proposed to remain in place. <br /> <br />All criteria and their associated findings with this application will be addressed below.
