(SR 24-1) <br />(e) EC 9.6710(6) Geological and Geotechnical Analysis. <br />The applicant provided a Geotechnical Analysis dated 2/7/24 from Branch Engineering that <br />adequately addressed this criterion and noted that the proposed development will not be <br />adversely impacted by existing or potential soil stability issues. The report noted that there are <br />no springs or ground water seeps and standard construction practices should apply. This <br />standard is met. <br />(f) EC 9.6730 Pedestrian Circulation On-Site. <br />Per EC 9.6730(2)(c), Pedestrian circulation requirements are not applicable because this <br />proposal does not include multi-unit housing. <br />(g) EC 9.6735 Public Access Required. <br />The site abuts a public street and public access will be provided which is consistent with EC <br />7.420. This will be further evaluated at the time of building permitting or alteration of the <br />existing driveway. Based on these findings and future permitting requirements, this standard is <br />met. <br />(h) EC 9.6750 Special Setback Standards. <br />Special Setback Standards are not applicable based on the proposal. This standard is met. <br />(i) EC 9.6775 Underground Utilities. <br />As indicated in applicants’ narrative and on the site plan, new utilities will be placed <br />underground. This standard is met. <br />(j) EC 9.6780 Vision Clearance Area. <br />This standard does not apply because the site is not located on a corner. <br />(k) EC 9.6791 through 9.6797 regarding stormwater flood control, quality, flow control for <br />headwaters area, oil control, source control, easements, and operation and maintenance. <br />The applicant is proposing draining to the curb and gutter in Lincoln Street. Public Works noted <br />in referral comments there are no deficiencies noted in the capacity of the public drainage <br />system downstream of the site and noted because the proposed development includes less <br />than 1,000 square feet of impervious surface, is at an elevation lower than 500 feet and will not <br />drain to a headwater stream, will have none of the characteristics subject to Oil Control or <br />Source Control standards, and does not include public stormwater facilities that would require <br />the dedication of public easements. Therefore, these standards are not applicable.
