(SR 24-1) <br />(l) All other applicable development standards for features explicitly included in the <br />application. <br />This site is zoned S-W Whiteaker Special Area zone. Per EC 9.3915 (S-W zone development <br />standards) residential development is subject to the Commercial development standards for <br />the C-2 zone in EC 9.2170. <br />The Commercial development standards in EC 9.2170 include the Garbage Screening standards <br />in EC 9.2170(9) which require that all outdoor garbage areas shall be screened on all sides <br />within a solid perimeter enclosure. The screening shall comply with the Full Screen Fence <br />Landscape Standard (L-6) in EC 9.6210(6). The proposed garbage collection area does not <br />provide a full perimeter enclosure, it is only enclosed by existing fencing on the west and south <br />sides. The existing fence on the south side of the proposed outdoor garbage area is a slatted <br />fence with gaps between the vertical slats and does not comply with the L-6 standard’s <br />requirement for a fence at least 6 feet high with a maximum height of 8 feet that is 100 percent <br />site-obscuring. A revised design that complies with these requirements is needed in order to <br />comply with EC 9.2170(9). Therefore, the following condition of approval is necessary: <br />1. Prior to final site plan approval, the following note shall be added to the final site plan, <br />“All outdoor garbage areas shall be screened on all sides within a solid perimeter <br />enclosure in accordance with EC 9.2170(9). Screening shall comply with the Full Screen <br />Fence Landscape Standard (L-6) in EC 9.6210(6).” <br />The Parking Area standards in EC 9.6420(6) and (7) apply to all development, including Middle <br />Housing development. These standards state that all parking areas that contain 3 or more <br />parking spaces are provided on a development site, except those in conjunction with single-unit <br />or duplex residences, shall have a durable, dust-free surfacing of asphaltic concrete, Portland <br />cement concrete or other approved materials. The site plan shows 2 parking spaces labelled but <br />does not clarify how the gravel area between the existing duplex dwelling and the street is <br />used. This area appears to be contiguous with the driveway and could function as a 3rd parking <br />space. This area should be clearly labelled to indicate that it won’t be used for vehicle parking. <br />A physical barrier such as curbing, fencing, or other barriers should be provided to ensure that <br />it won’t be used as a parking space. <br />Based on these findings, the following condition of approval is necessary: <br />2. Prior to final site plan approval, the applicant shall demonstrate compliance with the <br />Parking Area standards in EC 9.6420(6) and (7), by: identifying on the final site plan how <br />the gravel area between the existing duplex dwelling and the street is used; clearly <br />labeling the site plan to indicate that this area will not be used for vehicle parking; and a <br />physical barrier shall be provided to ensure that the area will not be used as a parking <br />space. Alternatively, prior to final site plan approval, the applicant shall submit evidence <br />that the development complies with the provisions at EC 9.6420(6) and (7).
