for headwaters area, oil control, source control, easements, and operation and <br />maintenance. <br />The sections listed in the above criterion establish requirements related to stormwater. The full <br />Public Works referral comments, which are available in the application file for reference, <br />provide findings and evaluation for each of the standards listed by the criterion above, noting <br />that many are not applicable to this application. Relevant excerpts and findings are provided <br />below. Public Works referral comments confirm that the standards in EC 9.6793 through EC <br />9.6797 are either met, not applicable, or will be required at the time of building permit review. <br />EC 9.6791 Stormwater Flood Control <br />In order to protect lives and properties from flood and drainage hazards, stormwater runoff, as <br />calculated utilizing the Rational Method and considering all developments having received <br />tentative or final plan approval, from development sites shall be discharged into existing <br />stormwater flood control facilities that have the capacity to handle the stormwater runoff; or, <br />be retained or detained onsite; or discharged into a new stormwater flood control facility <br />constructed by the applicant. <br />The proposed Partition will result in the creation of one vacant parcel and one parcel with an <br />existing duplex. The subject property is located in sub -basin BDA2-380 (page 85 of 138) of the <br />City's Bethel-Danebo Stormwater Basin. As soils are identified as Type "C" Bashaw soils, <br />infiltration is not considered an appropriate technique for disposing of stormwater runoff <br />without performing infiltration testing. The applicant proposes to dispose of stormwater runoff <br />by using filtration planters for proposed Parcel 2 and directing overflow to the existing public <br />system within Harold Street via the 30-inch public main. <br />A specific stormwater plan will be developed during the development permit process. Because <br />this area has not been modeled for capacity, some additional testing may be required at the <br />time of building permit review. Proposed and required stormwater flood control facilities shall <br />be designed and constructed in compliance with code requirements. <br />Based on the available information and future permit requirements, this standard is met. <br />EC 9.6792 Stormwater Quality <br />Stormwater quality addresses pollutants which can be suspended in runoff, rate of runoff, and <br />volume of runoff. In order to reduce runoff pollution and mitigate the volume, duration, time of <br />concentration and rate of stormwater runoff from the development, the applicant must select, <br />size, and locate infiltration or filtration type stormwater quality facilities from the Stormwater <br />Management Manual to treat the stormwater runoff from the shared driveway. <br />Because the applicant does not propose the construction of a public street, private street or <br />shared driveway, the proposed development is subject to the standards at EC 9.6792(3)(a). <br />PT 24-11 The Syrios Trust <br />Findings & Decision of the Planning Director I December 2024 Page 8 of 14
