This standard requires infiltration limiting factors, including infiltration rates less than 2 inches <br />per hour; bedrock less than 5 feet below the ground surface; groundwater elevations less than <br />6 feet; or ground surface slopes greater than 10% to be shown on the site plan. As this <br />information was not included in the provided site plan, the following Condition of Approval is <br />warranted: <br />3. The applicant shall submit a site plan that delineates the following conditions existing on <br />the development site: 1) Infiltration rates less than 2 inches per hour; 2) Bedrock less <br />than 5 feet below the ground surface; 2) Groundwater elevations less than 6 feet; or 4) <br />Ground surface slopes greater than 10%. <br />Based on the available information, Condition of Approval, and future permit requirements, this <br />standard is met. <br />k) All other applicable development standards for features explicitly included in the <br />application. <br />The existing duplex on Parcel 1 is proposed to remain, and is a feature explicitly included in the <br />application. As is discussed below, the applicant proposes a 10-foot maintenance access <br />easement agreement to the west of the existing duplex in order to comply with the minimum <br />interior yard setback from the proposed west property line. The existing duplex will exceed all <br />minimum setback requirements for the R-1 zone, as shown on the applicant's Tentative <br />Partition plan. <br />Staff notes that compliance with residential development standards, such as building height <br />and setbacks, will be reviewed at the time of future development. <br />EC 9.2750 Residential Zone Development Standards: The following applicable <br />development standards are set forth in EC Table 9.2750: <br />Building Height <br />There is one existing duplex on the development site, which the proposed Partition will <br />establish on Parcel 1. At approximately 14.3 feet tall, the dwelling complies with the 30-foot <br />height limit in the R-1 zone. Compliance with height standards for future development will be <br />confirmed through the building permit process. <br />Setbacks <br />The existing dwelling on proposed Parcel 1 has a front yard setback of 23.4 feet from Bell <br />Avenue and is set back 25 feet from Harold Street, which exceeds the minimum front yard <br />setback of 10 feet.
