Areas — Standards. <br />These standards do not apply because the subject property is not located within a special flood <br />hazard area as mapped by the Federal Emergency Management Agency (FEMA). <br />e) EC 9.6710 Geological and Geotechnical Analysis <br />These standards do not apply, as the proposed Tentative Partition is not a Tentative Planned <br />Unit Development, Subdivision, or Site Review application; does not include dedication or <br />construction of a new public street or alley; and does not include the construction of public <br />drainage or wastewater facilities. <br />f) EC 9.6735 Public Access Required <br />Public Works referral comments indicate that the proposal complies with the Access Connection <br />Standards at EC 7.420, because the existing connections do not encompass a municipal utility; Bell <br />Avenue has a street grade of less than 15%; both Bell Avenue and Harold Street are local streets; <br />and the subject property does not abut an alley. Due to a portion of the driveway serving Parcel 1 <br />being located on Parcel 2, a private Access Easement is proposed within the bounds of proposed <br />Parcel 2. Any future access connections or alterations will be reviewed for compliance at the time <br />of permitting. Based on the above findings, the proposed partition complies with these standards. <br />g) EC 9.6750 Special Setback Standards. <br />Special setbacks are a means of ensuring that buildings are constructed in such a manner that <br />they will conform with the front and interior setbacks required by specific zones when the <br />streets on which they front are widened and improved to City standards. There is no <br />requirement for a special setback in this instance, because the widths of the existing rights -of - <br />way in both Bell Avenue and Harold Street meet the minimum street width requirements of EC <br />9.6870. There are no known planned utility easements or long-range infrastructure plans within <br />the subject property. Therefore, this standard is met. <br />h) EC 9.6775 Underground Utilities. <br />The applicant acknowledges that these standards will apply at the time of future development <br />and confirms that any development will comply. Based on the available information, and future <br />permitting requirements, this standard is met. <br />i) EC 9.6780 Vision Clearance Area. <br />The applicant has identified the Vision Clearance Area for the intersection of Bell Avenue and <br />Harold Street on the site plan.
