residential streets are required to have a right-of-way width between 45 and 55 feet, and a <br />paving width between 21 and 28 feet. Bell Avenue has 50 feet of existing right-of-way and 25 <br />feet of paving, which satisfies this standard. <br />Harold Street is not identified on the Street Right -of -Way Map (Fig. 61 of the Arterial Street <br />Collector Plan (ASCP)), nor the Street Classification Map (Fig. 60 of the Transportation System <br />Plan (TSP)), but functions as a low volume residential street. Harold Street has 50 feet of <br />existing right-of-way and 25 feet of paving, which satisfies this standard. <br />Although Bell Avenue and Harold Street are not constructed to city standards, both existing <br />right-of-way widths meet the minimum width required for volume residential streets. <br />Therefore, no additional right-of-way is required. Improvements to the existing infrastructure is <br />further discussed under EC 9.6505. <br />Based on the above findings and available evidence, this standard is met. <br />c) EC 9.6500 through EC 9.6505 Public Improvement Standards. <br />EC 9.6500 Easements (Public) <br />This section authorizes the City to require dedication of easements for public utilities and <br />access under certain circumstances. There are existing 10-foot Public Utility Easements located <br />five feet from the southerly and westerly borders, within which there is an existing 30-inch <br />storm pipe, which was constructed in 1970, leading to Harold Street. A 7-foot EWEB Easement <br />to benefit Parcel 1 is proposed in the southwest corner of Parcel 2. <br />Referral comments from Public Works staff do not identify the need for any additional public <br />easements for stormwater or wastewater purposes on the subject property. See informational <br />items at the end of this decision for details about easements and other final plat requirements. <br />Based on the above findings, this standard is met. <br />EC 9.6505(1) Water Supply <br />This standard requires all developments to be served by the water system of the Eugene Water <br />Electric Board (EWEB). As discussed under EC 9.6500, the applicant proposes a 7-foot EWEB <br />Easement in the southwest corner of proposed Parcel 2. EWEB referral comments confirm that <br />service exists for the current residences on Parcel 1, and that additional service is available, <br />meeting this standard. For ease of reference, EWEB's referral comments are included as <br />Attachment A. <br />EC 9.6505(2) Sewage <br />Public wastewater to Parcel 1 is existing via an 8-inch mainline to the north, located within the <br />Bell Avenue right-of-way.
