A: Yes but only in front of our property. We had a Project Consultaon Meeng with the city a couple years ago <br />and one recently. We are puRng in a public road on the project and making some improvements to the <br />poron of Floral Hill Drive that fronts out propert y. We will be adding sidewalks, some paving and street <br />trees. <br /> <br />Q: It takes 100 peak hour ps to trigger TIA. Would it be fair to say you plan your model to avoid these things. <br />Floral Hill was improved 22 years ago. No curb gu;er sidewalk. Is it viable to do this? <br />A: We get this a lot. Why here, why now? Why on this narrow road? To your queson about viability? Tha t is all <br />we consider. Is it affordable to develop so that people can afford these homes. We do our homework when <br />we pick our site. We do not size these to avoid the TIA. We could have put more units on here and we did <br />not. We made it so that it was a product that we thought someone would buy. <br /> <br /> Q: What’s the likelihood that this will happen? That it will get approved. <br />A: Generally speaking we do an analysis to a certain if it is feasible and approvable. Is it allowed by zoning? Yes. <br />Is it allowed by code? Yes. Is it allowed by building code? Yes. We do not make decisions about housing to <br />avoid anything. Funding could kill the project. We have an applicaon into city of Eugene and the Stat e. If <br />those funding partners say they are never going to fund the project then that will kill the project. We think it <br />is a strong likelihood of succeeding. <br /> <br />Q: How many people have walked or driven on Floral Hill? No one is addressing public safety on the road. <br />Pedestrians on Floral Hill Drive are required to walk against traffic. Will there be children living here? <br />A: Yes, we have heard this at every neighborhood meeng we have been to. We have talked to the co-chai r, etc. <br />about these concerns. Have the neighbors talked to city about traffic calming, etc. <br /> <br />Response from co-chair: The City won’t work with us. We requested a traffic study which occurred October <br />2024. Most people are speeding. 15% of driver were driving too fast. Average Daily volume was just north of 500 <br />vehicles. It takes 600 vehicles for the city to do something. That would make it eligible for traffic calming. We are <br />trying to get traffic speed radars. Effecve while they are up and not effecve when they are gone. <br /> <br />Q: How much of our project budget is unsecured? <br />A: There are 2 funding applicaons. One is $8.7 M f rom the state and $400,000 from the city. <br /> <br />Q: I am part of the execuve commi;ee for Laurel Hi ll Valley. We have had many PUD commi;ees, and when <br />we form them we are making sure the developers all comply with the Eugene code. <br />A: This is the place to formerly address everything.
