Floral Hill Terrace Subdivision <br />Tentative Subdivision – Written Statement 17 <br />May 15, 2026 <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />(a) Except as provided in EC 9.6791(2)(b), flood control standards in EC <br />9.6791(3) apply to all development permit applications and land use <br />applications. <br />See attached Stormwater Report from KPFF. <br /> <br />(3) Standards. <br /> <br />(a) Stormwater flood control facilities shall be selected, sited, designed and <br />constructed according to adopted plans and policies, and in accordance with <br />standards in EC Chapters 6 and 7, and the Stormwater Management <br />Manual. <br /> <br />(b) Stormwater runoff from the development site for the applicable flood control <br />design storm shall be: <br /> <br />1. Discharged into existing stormwater flood control facilities that, <br />considering all developments that have received tentative or final plan <br />approval as of the date the applicant submits a complete application, <br />have the capacity to handle the stormwater runoff; or <br /> <br />2. Retained or detained onsite; or <br /> <br />3. Discharged into a new stormwater flood control facility constructed by the <br />applicant. <br />The applicant is constructing a new stormwater flood control facility. See <br />Stormwater Plan and Stormwater Report. <br /> <br />(c) For development proposed within the area shown on Map 9.6791(3)(c) <br />Special Stormwater Flood Control Area Map . . . . <br /> Development is not shown on the map. <br /> <br />EC 9.6792 Stormwater Quality. <br />To reduce runoff pollution and mitigate the volume, duration, time of concentration <br />and rate of stormwater runoff from the development, the applicant must select, size, <br />and locate stormwater quality facilities from the Stormwater Management Manual to <br />treat the stormwater runoff from the proposed public streets and private lots. <br /> <br />This proposal will comply with the city’s stormwater ordinance. See attached <br />Stormwater Report and Utilities Plan by KPFF Engineering. <br /> <br />EC 9.6793 Stormwater - Flow Control (Headwaters). <br />(2) Applicability and Exemptions. <br />(a) Except as exempt under EC 9.6793(2)(c), the standards in EC 9.6793(3) <br />apply to all land use applications for development sites in the headwaters <br />area that drain directly into a headwater stream or drain into a pipe that <br />discharges into a headwater stream that are submitted after July 14, 2006 <br />requesting approval of one or more of the following: <br />This development is exempt from these criteria because the public system to <br />which the stormwater runoff is conveyed is not in the headwaters area, nor <br />does this public system drain directly into a headwater stream. <br /> <br />EC 9.6794 Stormwater - Oil Control. <br />The proposed development does not meet any of the criteria listed in the “Applicability” portion of <br />this code section and therefore does not include design features that specifically address this <br />issue. <br />
