Floral Hill Terrace Subdivision <br />Tentative Subdivision – Written Statement 15 <br />May 15, 2026 <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />(f) EC 9.6730 Pedestrian Circulation On-Site. <br />(1) Purpose of Pedestrian Circulation On-Site. These standards are intended to provide safe <br />and efficient circulation for pedestrians within all developments. <br /> <br />(2) Applicability of Standards. As more specifically provided in this section, the standards in <br />this section apply to any development that creates a new building entrance, but not to a <br />building alteration or change in use. <br />The standard applies to new institutional, office, employment, industrial and multi-family <br />development. This is an application for a subdivision and this criterion does not apply. <br /> <br />(g) EC 9.6735 Public Access Required. <br />(1) Except as otherwise provided in this land use code, no building or structure shall be erected <br />or altered except on a lot fronting or abutting on a public street or having access to a public <br />street over a private street or easement of record approved in accordance with provisions <br />contained in this land use code. <br />All proposed lots in the proposed subdivision front or abut a public or private street or have <br />access to a public or private street. <br /> <br />(2) Access from a public street to a development site shall be located in accordance with EC <br />7.420 Access Connections – Location. If a development will increase the development site’s <br />peak hour trips by less than 50% and will generate less than 20 additional peak hour trips, <br />the development site’s existing access connections are exempt from this standard. <br />The Subdivision proposes 12 residential lots. Assuming these lots could contain 12 single <br />family detached units the site will generate .93 peak hour trips or 11.16 trips. Submitted <br />concurrently with this application are Middle Housing Land Division applications showing 40 <br />proposed lots. These lots will contain 24 attached single family units and 16 detached single <br />family units. The ITE Trip Generation Manual, 12th Edition indicates single family detached <br />generates .93 peak our trips and single family attached generates .51 peak hour trips. (24 x <br />.51) + (16 x .91) = 26.8 trips. <br /> <br />EC 7.420 Access Connections – Location. <br />(1) Access Connections to all Street Classifications. Access connections to all street <br />classifications shall be located in accordance with the following standards: <br />(a) No access connection shall be located to encompass a municipal utility. An access <br />connection may encompass a municipal utility if the applicant either: <br />Access connections will not encompass a municipal utility. <br /> <br />(b) Except when an existing lot or parcel frontage is located entirely within an area where <br />the adjacent street grade is over fifteen percent (15%). . . <br />The adjacent street grade in Floral Hill Drive is approximately 7 – 8%. <br /> <br />(c) If a parcel has frontage on two or more streets of different street classifications, the <br />access connection shall access the street with the lowest classification. The access <br />connection can access the street with the higher classification if the applicant can <br />demonstrate (1), (2) or (3): <br />Any parcel with frontage on 2 streets will be prevented, either through a reserve strip <br />or deed restriction, to access from only one of the 2 streets. Lots 1,2,3 and 6 front 2 <br />streets. Those 4 lots will take access from Street A only. All existing and proposed <br />streets have the same classification – they are local streets. <br /> <br />(d) Access connections located within five feet of an existing alley connection may be <br />merged with the alley pavement. The combined connection width shall not exceed 35 <br />feet. A public access easement shall be recorded and submitted to the city upon <br />issuance of a permit to construct the access connection. <br />There are no alleys adjacent to this development site <br />
