If a development will increase the <br />development site’s peak hour trip generation by less than 50% and will generate less <br />than 20 additional peak hour trips, the development site’s existing access connections <br />are exempt from this standard. <br />Access will be from Alder Alley and not from a public street. <br /> <br />(g) EC 9.6750 Special Setback Standards. <br />Conversations with City of Eugene Public Works staff indicated no special setbacks will be <br />required. <br /> <br />(h) EC 9.6775 Underground Utilities. <br />EC 9.6775 Underground Utilities. <br />All proposed utilities will be placed underground. <br /> <br />(i) EC 9.6780 Vision Clearance Area. <br />EC 9.6780 Vision Clearance <br />Development sites shall have triangular vision clearance areas on all street corners . . . <br />The development site is not located at an intersection of 2 streets. <br /> <br />(j) EC 9.6791 through 9.6797 regarding stormwater flood control, quality, flow control for <br />headwaters area, oil control, source control, easements, and operation and maintenance. <br />See attached Storm Water Memo and civil plans. <br /> <br />EC 9.6791 Stormwater Flood Control. <br />The destination for the stormwater is a stormwater main located in Alder Alley that has an <br />existing outfall to the Mill Race. This area has not been identified as being subject to flood <br />control restrictions in the Stormwater Basin Master Plan. <br /> <br />EC 9.6792 Stormwater Quality. <br />Stormwater leaving the site will receive treatment onsite from both raingardens and <br />stormwater planters. These filtration facilities meet the City of Eugene’s vegetated treatment <br />requirements for water quality. Calculations for stormwater treatment are contained in the <br />Stormwater Report. <br /> <br />EC 9.6793 Stormwater Flow Control (Headwaters). <br />This development is exempt from these criteria because the public system to which its <br />stormwater runoff is conveyed is not in the headwaters area, nor does the public system drain <br />directly into a headwater stream. Additionally, the development site is below 500-feet in <br />elevation. The Mill Race elevation is controlled by an existing weir, so the site is not subject to <br />City of Eugene flow control requirements. <br /> <br />EC 9.6794 Stormwater Oil Control <br />(2) Applicability <br />(c) Any development that would result in 100 or more off-street parking spaces. <br />The project will result in no off street parking spaces. <br /> <br />EC 9.6795 Stormwater Source Controls
