Duke Commons: A Bushnell University Project Page 18 of 23 <br />Site Review Application: Written Statement <br />May 11, 2026 <br /> <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />A south-facing plaza is proposed with direct access to the public sidewalk on <br />Alder Street. From the plaza, a pedestrian connection extends to Alder Alley, <br />creating another connection. The area north of the building is designed as a <br />paved corridor accommodating pedestrian and bicycle circulation between Alder <br />Street, Alder Alley, and the residential development to the north. <br /> <br />In addition, a proposed bridge spanning the Mill Race will connect the plaza to <br />the property to the south, further extending site connectivity. <br /> <br />Together, these elements provide multiple, direct connections to adjacent <br />properties and support a pedestrian and bicycle network. <br /> <br />5. Along any development site, an on-site pedestrian facility connecting the street <br />to the main building(s) shall be provided for every 300 feet of street frontage or <br />for every 8 rows of vehicle parking, or for whichever standard requires the most <br />on-site pedestrian paths. <br />The street frontage is approximately 234’. There is one main entrance <br />connecting the street to the main building. <br /> <br />(c) In all zones, on-site pedestrian paths shall be constructed within new multiple-unit <br />residential developments with 5 or more units to insure that access is provided: <br />Not applicable. This proposal is not for multi-unit housing. <br /> <br />(3) Design of On-Site Pedestrian Facilities. All on-site pedestrian paths provided for the <br />purposes of complying with this land use code shall conform with the following <br />standards: <br /> <br />(a) On-site pedestrian paths shall provide direct access from public ways to building <br />entrances. <br />The south facing plaza serves as a wide pedestrian path providing direct access <br />from the public sidewalk to the building entrance. <br /> <br />(b) On-site pedestrian paths shall be constructed of concrete, a comparable hard <br />surface material, or any properly designed pervious surface that complies with the <br />Americans with Disabilities Act. <br />All pedestrian paths will be constructed of ADA compliant materials. <br /> <br />(c) On-site pedestrian paths shall be raised to standard curb height when adjacent to <br />public and private streets or driveways. <br />Not applicable. <br /> <br />(d) On-site pedestrian paths intersected by driving aisles shall be marked with striping <br />or constructed with a contrasting paving material to indicate a pedestrian crossing <br />area. <br />Not applicable. <br /> <br />(e) Pedestrian scale lighting in conformance with the standards in EC 9.6725 Outdoor <br />Lighting Standards shall be provided along pedestrian facilities. <br />Exterior lighting will be designed to be full cut off shield to prevent spillover onto <br />adjacent properties. Lighting levels will be consistent with typical campus and urban <br />standards, meeting the standards in the land use code, ensuring safety while <br />minimizing glare and off-site impacts. <br /> <br />(f) EC 9.6735 Public Access Required. <br />EC 9.6735 Public Access Required
