testimony was submitted by five members of the public for this application, with four members <br />expressing opposition and concerns and one member expressing support as follows: <br />Opposition <br />The building of four units would be a gross travesty in this peaceful residential <br />neighborhood. <br />Turning a residential lot into a commercial enterprise with 4 units on one small lot. <br />Property is small and a fourplex is out of character with the neighborhood. <br />Proposal would adversely affect livability, including noise level, pedestrian safety, and <br />increased traffic; it is incompatible with this neighborhood. <br />Support <br />Supportive of the plan to increase density on the site. It's a great use of this rare, <br />underutilized plot of land in the neighborhood. <br />Some of the testimony submitted in opposition to this application does not appear to be <br />related to any approval criteria as described in the following decision. The concern for <br />pedestrian safety and increased traffic is addressed at EC 9.6805, which demonstrates that both <br />East 22nd Avenue and Alder Street are developed to City standards with adequate paving width <br />and sidewalks, and that no additional improvements to the existing transportation system are <br />required. <br />The Planning Division also provided information concerning the application to other <br />appropriate City departments, public agencies, and service providers. All referral comments <br />received by the Planning Division on this application are included in the application file for <br />reference and addressed in the context of the applicable approval criteria and standards in the <br />following evaluation.
