<br />Applicant’s Written Statement - Lincoln Commons Site Review 26 <br /> <br />standards at EC 9.6791 through 9.6797. Stormwater calculations are also included in the memo <br />as part of the Site Review submittal. Based on the available information, these standards are met <br />subject to further review as part of the building permit process. <br /> <br />(l) All other applicable development standards for features explicitly included in the <br />application. <br /> <br />In addition to the details showing compliance with EC 9.5500 Multiple-Unit Standards for the <br />project under EC 9.8445(1), along with applicable standards addressed elsewhere in this written <br />statement and site plans provided, the following findings address other key development <br />standards that relate to features explicitly included with the application. These include <br />applicable development standards of the C-2 zone (setbacks, etc.), parking area standards, <br />landscaping requirements, and other potentially applicable standards such as for signage and <br />outdoor lighting. <br /> <br />C-2 Development Standards at EC 9.2170: <br />In accordance with requirements of the S-W zone for the subject property, several C-2 <br />development standards (other than limited building height) apply to this residential <br />development based on EC 9.3915(1). <br /> <br />The applicant notes that the C-2 development standards beginning at EC 9.2170 include <br />exceptions within the Downtown Plan Area (which the subject site is included within), but the <br />code is unclear if these exemptions are available to the project when reading the S-W zone <br />language at EC 9.3915(2) and relevant standards from the C-2 zone taken together. <br />Nonetheless, the proposal is designed to meet the C-2 zone’s development standards <br />regardless of those stated exceptions in EC 9.2710 for the Downtown Plan Are a, out of an <br />abundance of caution and to avoid any confusion about which standards control. <br /> <br />More specifically, the proposed development meets applicable C-2 requirements at EC <br />9.2170(4) with a minimum 5-foot setback as shown on the site plans along the length of the <br />building frontage facing Lincoln Street and West 5th Avenue. As proposed, the building is also <br />well-within the maximum setback of 15 feet from the abutting primary street frontages. <br />Compliant landscaping to the L-1 standard is also shown for areas along these setbacks <br />between the building and the street as required and not otherwise o ccupied by paved <br />pedestrian space or other allowable amenities. The overall site area landscaping requirement <br />of 5% is also exceeded by the proposal as shown on the site plans (see Attachment A, Sheets <br />LA-1 and G002). Garbage collection screening requirements will also be met with required <br />enclosures and/or screening requirements shown on the applicant’s site plans. No drive - <br />through facilities, outdoor merchandise display, or delivery and loading areas are proposed that <br />would require further analysis under the C-2 development standards. <br /> <br />A 6’-0” tall fence is also proposed at the south and east sides of the property to provide security <br />around the courtyard area, and to prevent pedestrian circulation cutting through the parking <br />area to adjacent properties. The fence is held back from the north property line 15’-6”, which is <br />outside the maximum front yard setback per EC 9.2170(6)(b) (see Attachment A, Sheet G002).
