<br />Applicant’s Written Statement - Lincoln Commons Site Review 25 <br /> <br />these standards, thus EC 9.740 is met to the extent applicable under this Site Review. As shown <br />on the applicant’s site plans, the 24-foot width of the parking area access from the alley <br />entrance exceeds the minimum of 20 feet for multi-unit development in EC 7.410. Any <br />additional location and design standards from EC Chapter 7 that may be applicable to <br />construction of access to the proposed parking area from West 5th Alley will be further <br />addressed as part of the building process, as necessary. <br /> <br />(h) EC 9.6750 Special Setback Standards. <br /> <br />As demonstrated above, the adjoining public streets meet or exceed the applicable width <br />standards at EC 9.6870, thus no special setbacks are required for Lincoln Street or West 5th <br />Avenue. The applicant also notes that these special setback standards do not apply to alleys, <br />and thus no special setback is (nor can be) required along West 5th Alley based on the <br />provisions included in EC 9.6750. <br /> <br />(i) EC 9.6775 Underground Utilities. <br /> <br />The applicant’s site plans include a conceptual layout for required utilities, subject to further <br />refinement as part of the future building permit and utility design process. All new utilities will <br />be placed underground to the extent required (or otherwise allowed above ground) consistent <br />with these standards and allowances. Based on the available information and future permitting <br />requirements, this standard is met as proposed. <br /> <br />(i) EC 9.6780 Vision Clearance Area. <br /> <br />These standards apply at the intersection of Lincoln Street and West 5 th Avenue where the <br />required vision clearance area is shown on the applicant’s site plans demonstrating compliance. <br />To the extent necessary, any visual obstructions will be removed, relocated or brought into <br />compliance as part of the future building permit and construction process. <br />(See Attachment A, Sheet G002) <br /> <br />(k) EC 9.6791 through 9.6797 regarding stormwater flood control, quality, flow control <br />for headwaters area, oil control, source control, easements and operation and <br />maintenance. <br /> <br />The applicant’s materials include a Stormwater Memo from KPFF Engineering (see Attachment <br />D) which addresses the requirements applicable under these standards for the proposed <br />development as part of this Site Review. As is normal for land use applications such as <br />proposed here, the proposal for stormwater management is shown at a conceptual level as <br />needed to show compliance at this stage, with additional design details and review anticipated <br />as part of building permit review. As shown on the applicant’s site plans and addressed in the <br />related memo from KPFF, three infiltration stormwater planters are proposed to collect and <br />treat runoff from the parking lot, pedestrian walkways and roof areas. Outlets from the <br />planters will be hard piped and connect to the 15-inch stormwater main in Lincoln Street, <br />meeting the requirements of the City of Eugene Stormwater Management Manual and the
