<br />Applicant’s Written Statement - Lincoln Commons Site Review 27 <br /> <br /> <br />Motor Vehicle Parking Requirements at EC 9.6420: <br />In accordance with EC 9.6410, no minimum vehicle parking is required for the development, <br />and the proposed parking area is well-within the maximum parking allowances for this 75-unit <br />development as listed. As shown on the applicant’s site plans, a total of 12 spaces are <br />proposed including one ADA-accessible space and with one additional space provided for <br />loading/unloading area. The proposed parking area dimensions are shown to comply with <br />applicable standards at EC Table 9.6410(1); the 9’x18’ 90 de grees, single parking stalls exceed <br />the minimum 8’x15’ dimensions (see Attachment A, Sheet G001). The proposed parking area <br />also complies with the applicable landscape requirements at EC 9.6420(3) including canopy <br />trees and perimeter screening requirements to the L-2 landscaping standards where required <br />(see Attachment A, Sheet LA-1). The various additional standards listed for “large” parking <br />areas do not apply. <br /> <br />Bicycle Parking Requirements at EC 9.610 5: <br />In this case, the applicant is providing all required bicycle parking inside the building with <br />shared and convenient long-term parking areas (lockable storage rooms) on each floor of the <br />building. While not required, the applicant is also considering placement for short-term parking <br />outside the building depending on the availability of space and as a matter of convenience for <br />visitors and residents alike. <br /> <br />Normally, these standards require 1 bike parking space per dwelling unit to be provided as <br />“100% long-term” according to EC Table 9.6105(5). As with maximum building height and <br />density for this project, the applicant relies on an approved Adjustment Review (see ARA 25-29) <br />which in this case has approved a reduction of 50% in the required minimum number of bike <br />parking spaces available under “Statutory Adjustments” which will all meet the design <br />requirements for long-term bike parking in accordance with EC 9.6105(3). The exact details for <br />bike rack design within the shared storage rooms is proposed to be addressed as part of the <br />future building permit review. The proposed design provides 2 short-term bike parking spaces <br />outside the main building entry, and 40 long-term bike parking spaces (10 per floor) for the 75 <br />dwelling units. <br /> <br />Other Applicable Development Standards: <br />Any additional, potentially applicable development standards related to future building signage, <br />outdoor lighting, access connections or any other applicable development standards not <br />explicitly addressed in this Site Review application will be addressed at the time of future <br />building permit review as necessary. As an example, more specific planting plans for the code <br />compliant landscaping areas will be provided as part of building permit review, to ensure <br />detailed compliance with those standards. Any future signage, outdoor lighting, access <br />connections or fencing not explicitly included in the application or addressed here is proposed <br />to comply at the time of future permit review. <br /> <br />EC 9.8445(5): Public improvements as required by this land use code or as a condition <br />of tentative plan approval have been completed, or: <br />
