Applicant’s Written Statement - Lincoln Commons Site Review 24

bedrock, soil types, variations in soil types, open drainage ways, fill, or a combination of these
conditions. The subject site is not otherwise identified as being within a landslide hazard area
on the adopted Eugene Landslide Hazard Map referenced in subsection (6)(a), and no further
analysis is required under subsection (6)(c). For reference, see Geotech Letter included as
Attachment C.

(f) EC 9.6730 Pedestrian Circulation On-Site.

As shown on the applicant’s site plans, ample on-site pedestrian circulation is proposed in
compliance with these standards. As required for multiple-unit residential development
according to EC 9.6730(2), on-site pedestrian paths are proposed between all building
entrances and adjacent streets, including multiple direct connections to the abutting public
streets and setback sidewalks. The proposed pathway system also provides ample access to all
units (and between units) as well as convenient access to and between other on-site amenities
including bicycle parking and common areas (see Attachment A, Sheet G002). The required
pathway system will also be constructed in compliance with the design standards at EC
9.6730(3), to be addressed in more detail and subject to further review as part of the building
permit process.

(g) EC 9.6735 Public Access Required.
(1) Except as otherwise provided in this land use code, no building or structure
shall be erected or altered except on a lot fronting or abutting on a public
street or having access to a public street over a private street or easement of
record approved in accordance with provisions contained in this land use code.

The subject site has frontage on Lincoln Street and West 5th Avenue which are fully improved
public streets, thereby meeting this standard.

(2) Access from a public street to a development site shall be located in
accordance with EC 7.420 Access Connections – Location. If a development will
increase the development site’s peak hour trip generation by less than 50%
and will generate less than 20 additional peak hour trips, the development
site’s existing access connections are exempt from this standard.

The applicant’s proposal involves the development of a vacant site which would thus increase
the site’s peak hour trip generation by more than 50% (i.e. from essentially zero, as an
underutilized paved/parking area not attributed to any specific use on the same development
site). The applicant assumes the standards for Access Connection – Location at EC 7.420 would
thus be applicable, however only limited parking is provided on-site with access from West 5th
Alley (12 parking spaces including one ADA space plus one additional loading area space).

The proposal complies with both the intent and specific requirements of EC 7.420, primarily
through the rear-access design of the project with the main building fronting on both primary
public streets and vehicular access to the site being provided from We st 5th Alley. No new
access connections are proposed to any Arterial, Collector, or Local Streets as addressed under
