<br />Applicant’s Written Statement - Lincoln Commons Site Review 24 <br /> <br />bedrock, soil types, variations in soil types, open drainage ways, fill, or a combination of these <br />conditions. The subject site is not otherwise identified as being within a landslide hazard area <br />on the adopted Eugene Landslide Hazard Map referenced in subsection (6)(a), and no further <br />analysis is required under subsection (6)(c). For reference, see Geotech Letter included as <br />Attachment C. <br /> <br />(f) EC 9.6730 Pedestrian Circulation On-Site. <br /> <br />As shown on the applicant’s site plans, ample on-site pedestrian circulation is proposed in <br />compliance with these standards. As required for multiple-unit residential development <br />according to EC 9.6730(2), on-site pedestrian paths are proposed between all building <br />entrances and adjacent streets, including multiple direct connections to the abutting public <br />streets and setback sidewalks. The proposed pathway system also provides ample access to all <br />units (and between units) as well as convenient access to and between other on-site amenities <br />including bicycle parking and common areas (see Attachment A, Sheet G002). The required <br />pathway system will also be constructed in compliance with the design standards at EC <br />9.6730(3), to be addressed in more detail and subject to further review as part of the building <br />permit process. <br /> <br />(g) EC 9.6735 Public Access Required. <br />(1) Except as otherwise provided in this land use code, no building or structure <br />shall be erected or altered except on a lot fronting or abutting on a public <br />street or having access to a public street over a private street or easement of <br />record approved in accordance with provisions contained in this land use code. <br /> <br />The subject site has frontage on Lincoln Street and West 5th Avenue which are fully improved <br />public streets, thereby meeting this standard. <br /> <br />(2) Access from a public street to a development site shall be located in <br />accordance with EC 7.420 Access Connections – Location. If a development will <br />increase the development site’s peak hour trip generation by less than 50% <br />and will generate less than 20 additional peak hour trips, the development <br />site’s existing access connections are exempt from this standard. <br /> <br />The applicant’s proposal involves the development of a vacant site which would thus increase <br />the site’s peak hour trip generation by more than 50% (i.e. from essentially zero, as an <br />underutilized paved/parking area not attributed to any specific use on the same development <br />site). The applicant assumes the standards for Access Connection – Location at EC 7.420 would <br />thus be applicable, however only limited parking is provided on-site with access from West 5th <br />Alley (12 parking spaces including one ADA space plus one additional loading area space). <br /> <br />The proposal complies with both the intent and specific requirements of EC 7.420, primarily <br />through the rear-access design of the project with the main building fronting on both primary <br />public streets and vehicular access to the site being provided from We st 5th Alley.
