<br />Applicant’s Written Statement - Lincoln Commons Site Review 23 <br /> <br />Engineered Public Improvement Permit (PEPI) for proposed work within the right-of-way, to <br />be constructed consistent with EC Chapter 6 requirements and related standards. <br /> <br />(3) Streets and Alleys <br /> <br />This standard requires that streets adjacent to development sites be paved to the width <br />specified by EC 9.6870 and improved according to adopted standards and specifications <br />detailed in EC Chapter 7. In this case, both Lincoln Street and West 5th Avenue are fully <br />improved City streets including bike lanes, on-street parking, street trees, and setback <br />sidewalks. West 5th Alley (public) is also located along the south edge of the site and improved <br />with concrete paving, stormwater drainage and other utilities, having through -access <br />connecting east-west between Lincoln and Charnelton Streets. No new or additional public <br />street or alley improvements appear to be necessary or required to serve the development. <br /> <br />(4) Sidewalks <br /> <br />Setback sidewalks already exist along both street frontages along Lincoln Street and West 5 th <br />Avenue, thereby meeting this standard with no new public sidewalks as proposed. While not a <br />requirement at this stage, the applicant intends to repair or replace existing public paving <br />and/or sidewalks that may be damaged or deemed necessary to replace as part of building <br />permit requirements or future construction. <br /> <br />(5) Bicycle Paths and Accessways <br /> <br />No new public bicycle paths or public accessways are proposed or required in this case, with <br />ample public street and alley frontage on three sides of the development site boundary. On- <br />site pedestrian pathways and access connections to the existing public streets and sidewalks <br />are discussed in more detail below under other applicable standards. <br /> <br />(d) EC 9.6706 Development in Flood Plains through EC 9.6709 Special Flood Hazard <br />Areas - Standards. <br /> <br />These standards do not apply as no development activity is proposed within regulated special <br />flood hazard areas as mapped and referenced under these standards. <br /> <br />(e) EC 9.6710(6) Geological and Geotechnical Analysis. <br /> <br />As stated under this standard, the proposed development under the “Housing – Clear and <br />Objective” track is subject to the requirements for Geological and Geotechnical Analysis under <br />EC 9.6710(6), because the proposed Site Review includes public improvements (both <br />wastewater and stormwater drainage facilities) as stated in EC 9.6710(2)(b). In accordance with <br />the requirements at EC 9.6710(6), the application includes certification from a qualified <br />professional engineer which addresses compliance under subsection (b) with a statement that <br />the proposed development will not be impacted by existing or potential stability problems or <br />any of the following site conditions: slopes 20 percent or greater, springs or seeps, depth of soil
