<br />Applicant’s Written Statement - Lincoln Commons Site Review 22 <br /> <br />would represent an impractical and unreasonable requirement in that widening the alley along <br />its full length would be impossible and out of the applicant’s control as part of the proposed <br />development. In this case, there would also appear to be no practica l benefit or need for <br />incremental widening along only a part of the alley along its west end. <br /> <br />EC 9.6873 Slope Easements. <br /> <br />These standards do not apply as no new public streets are proposed or required (and the site is <br />basically flat). <br /> <br />EC 9.6875 Private Street Design Standards. <br /> <br />These standards do not apply as no private streets are proposed or otherwise required. <br /> <br />(c) EC 9.6500 through 9.6505 Public Improvement Standards. <br /> <br />EC 9.6500 Easements: This section authorizes the City to require dedication of easements for <br />public utilities and access. The conceptual utility layout for the project is included as part of the <br />site plan set (see Attachment A, Sheets C1.0 and C2.0) and the applicant will provide public <br />utility easements as may be required for new utilities including stormwater and wastewater <br />facilities. Any required notes will also be included on the applicant’s site plans addressing the <br />standard prohibition of obstructions within any Public Utility Easements (PUEs). <br /> <br />EC 9.6505 Improvement – Specifications: <br />These standards require all public improvements to be designed and constructed in accordance <br />with adopted plans and policies, the procedures specified in EC Chapter 7, and standards and <br />specifications adopted pursuant to EC Chapter 7. The standards also require that all <br />developments are served by the following infrastructure improvements: <br /> <br />(1) Water <br /> <br />This standard requires that water service to the proposed development be provided by the <br />Eugene Water and Electric Board (EWEB) according to EWEB policies and procedures. The <br />applicant intends to serve the project with water supply according to these requirements . <br />EWEB staff confirms that an 8-inch water main exists on the north side of West 5th Avenue as <br />well as a 6-inch water main on the west side of Lincoln Street. According to comments from <br />EWEB staff, a recent fire flow test in 2023 showed that the 8-inch main in West 5th Avenue has <br />77 psi static pressure. In addition, EWEB states that both water mains are looped and there is <br />plenty of capacity for development. <br /> <br />(2) Sewer <br /> <br />The conceptual utility layout for the project is included as part of the site plan set (see <br />Attachment A, Sheets C1.0 and C2.0). As shown, a manhole for a proposed sanitary <br />connection to the existing 8-inch line in West 5th Alley is proposed and will require a Privately
