East Campus University of Oregon (CA 25-02, RA 25-01, Z 25-03) <br />Findings Page 18 of 36February 2026 <br /> <br /> <br />Refinement Plan Amendment does not contain any changes that affect the Willamette River <br />Greenway regulations, nor is the subject property located within the adopted Willamette <br />Greenway boundary. Based on these findings, Statewide Planning Goal 15 does not apply. <br />Goals 16 – 19: Estuarine Resources; Coastal Shorelands; Beaches and Dunes; and <br />Ocean Resources <br />There are no estuarine, beach and dune, coastal, or ocean resources related to the property <br />affected by this Refinement Plan Amendment. Therefore, Statewide Planning Goals 16 through <br />19 do not apply. <br />Based on the above findings addressing consistency with the Statewide Planning Goals, the <br />proposal is consistent with the Statewide Planning Goals. <br />EC 9.8424(1)(b) Applicable provisions of the comprehensive plan. <br />Metro Plan <br />The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) is the basic guiding land <br />use policy document for regional land use planning. The Fairmount/University of Oregon <br />Special Area Study is consistent with the Metro Plan, which designates the subject properties as <br />Government and Education. <br />The Refinement Plan Amendment is necessary to allow the concurrently requested Zone <br />Change to remove the /EC East Campus Overlay from the subject properties. The Metro Plan <br />designates the area subject to the amendments as Government and Education land, and does <br />not designate the area as being within any other designation or designation overlay. <br />The applicant has not requested an amendment to the Metro Plan designation. Also, the <br />Refinement Plan Amendment to redesignate eleven properties to the Institutional designation <br />on the Refinement Plan’s Land Use Diagram remains consistent with the Metro Plan <br />designation of the subject properties as Government and Education land. The text amendments <br />to the Fairmount/University of Oregon Special Area Study are primarily focused on updates and <br />modernization and are also consistent with the subject area’s Government and Education <br />Metro Plan designation. There are no policies in the Metro Plan that appear to be directly <br />relevant to this Refinement Plan Amendment or that serve as mandatory approval criteria for <br />the amendment. <br />FNA argues that the University’s proposal to change the labeling of the Fairmount “Low Density <br />Residential” (LDR) area in the refinement plan text and diagram to “Residential” (R) is <br />inconsistent with the Metro Plan because the Metro Plan categorizes residential areas by high, <br />medium and low density. The University and Staff explained that this labeling change does not <br />affect the type or density of residential uses allowed in the local residential zone, or otherwise <br />change development standards and the Council finds that this explanation is accurate. <br />The University nevertheless agreed to drop its proposed labeling change and to retain the LDR <br />label in the refinement plan. FNA’s Metro Plan argument is therefore made moot by the <br />modifications adopted by the Council.
