As described above, the Council finds that substantial evidence in the record <br />supports the conclusion that the proposed amendments will not “significantly affect” the local <br />transportation system under the TPR and therefore the City and University are not required to <br />adopt mitigation measures as a condition of the proposed amendments. <br />That said, the Council welcomes the University’s efforts to further evaluate and mitigate for <br />traffic impacts in the East Campus area through the University’s ongoing Agate Street study, <br />updates to the UO Transportation Plan, and ongoing coordination with the surrounding <br />neighborhoods. Those efforts should continue separately from the proposed amendments we <br />consider in this decision. <br />8. Conclusion regarding Goal 12/TPR compliance <br />Subsections (2) through (11) of the TPR OAR 660-012-0060 do not apply, because there will be <br />no significant effect on the transportation system, and because OAR 660-012-0060(1) is <br />satisfied. <br />Based on the above findings, the amendment is consistent with Statewide Planning Goal 12. <br />Goal 13: Energy Conservation - To conserve energy. <br />Statewide Planning Goal 13 provides guidance on the management of land and land uses to <br />maximize the conservation of energy. Goal 13 provides implementation direction focused on lot <br />sizes, building heights, density of housing, compatibility and availability of light, wind, and air. <br />The Refinement Plan Amendment will not amend or otherwise affect any adopted land use <br />regulations that implement this Goal. <br />Additionally, redevelopment and infill development on the land subject to the amendments <br />would increase opportunities for on-campus student housing, thereby reducing vehicular trips <br />to campus by students who live off-campus. Therefore, the amendment is consistent with <br />Statewide Planning Goal 13. <br />Goal 14: Urbanization - To provide for an orderly and efficient transition from rural <br />to urban land use, to accommodate urban population and urban employment <br />inside urban growth boundaries, to ensure efficient use of land, and to provide for <br />livable communities. <br />The Refinement Plan Amendment is applicable to land already in urban use, and does not affect <br />the City’s provisions regarding the transition of land from rural to urban uses. Based on this <br />finding, the amendment is consistent with Statewide Planning Goal 14. <br />Goal 15: Willamette River Greenway - To protect, conserve, enhance and maintain <br />the natural, scenic, historical, agricultural, economic and recreational qualities of <br />lands along the Willamette River as the Willamette River Greenway. <br />The Willamette River Greenway area within the Eugene Urban Growth Boundary is governed by <br />existing local provisions which have been acknowledged as complying with Goal 15.
