The process for adoption of the Refinement Plan Amendment, Code <br />Amendment, and Zone Change is consistent with the City’s acknowledged procedures for quasi- <br />judicial land use decisions. <br />The City of Eugene Land Use Code implements Statewide Planning Goal 1 by requiring that <br />notice of the proposed amendments be given and public hearings be held prior to adoption. The <br />applicable notice and hearing requirements include: <br /> A pre-application Neighborhood/Applicant Meeting (held on September 23, 2024). <br /> Notice to the Oregon Department of Land Conservation and Development (DLCD) was <br />originally provided on August 20, 2025, and updated notice was sent to DLCD on August <br />26, September 9, and September 19, 2025. <br /> Notice sent to Lane County and the City of Springfield (September 19, 2025). <br /> Public notice of the Planning Commission Public Hearing to consider the applications, <br />including: mailing notice to the applicant, adjacent property owners, all neighborhood <br />associations in Eugene, and interested parties (mailed September 19, 2025); and posting <br />of the notice on site (October 6, 2025). <br /> The Planning Commission held a public hearing on October 21, 2025 and received <br />testimony at that hearing. The Planning Commission then held the record open for three <br />weeks in accordance with state and City quasi-judicial procedures for additional <br />evidence and argument. <br /> Public notice of the City Council Public Hearing to consider the applications, including: <br />mailing notice to the applicant, the property owner(s), any person who submitted <br />written or oral testimony in a timely matter during the Planning Commission hearing <br />process, and any person who requested notice of the Planning Commission’s decision. <br />(mailed January 9, 2026). Consistent with the requirements of the Eugene Charter, <br />notice was also published in the Register-Guard newspaper and posted on the City’s <br />website at least ten business days prior to the public hearing. <br /> The City Council held a public hearing on January 20, 2026 and received testimony at <br />that hearing. The Council then held the record open for three weeks for additional <br />evidence and argument. <br />All noticing was conducted in accordance with Eugene Code requirements. Consideration of the <br />proposed Refinement Plan Amendment, Code Amendment, and Zone Change began with a <br />Eugene Planning Commission Public Hearing on October 21, 2025. On November 18, 2025, the <br />Planning Commission deliberated and provided a recommendation to the Eugene City Council <br />that the City Council approve the applications. On January 20, 2026, the Eugene City Council <br />held a public hearing on the proposed Refinement Plan Amendment, Code Amendment, and <br />Zone Change. <br />Additionally, as part of the University’s work on the Next Generation Housing Development <br />Plan and the 2024 East Campus Area Plan, the University engaged with the City of Eugene, the <br />Fairmount Neighborhood Association, university groups, and community members, to inform <br />the outcomes of its internal planning process. The University’s public engagement efforts were <br />intended to ensure that the proposed amendments would continue to meet the original goals
