East Campus University of Oregon (CA 25-02, RA 25-01, Z 25-03)
Findings Page 6 of 36February 2026

The Council also finds that the modified proposal remains consistent with public notices
provided by the City to the local public and the Department of Land Conservation and
Development (DLCD) regarding this land use proceeding. The notice to DLCD described the
University’s proposal as follows:
“Applicant’s Proposal: The University of Oregon, the applicant,
has requested a Refinement Plan Amendment, Code Amendment
and Zone Change. The requested Refinement Plan Amendment
would update the Fairmount/University of Oregon Special Area
Study for consistency with the University of Oregon’s newly
updated East Campus Area Plan and redesignate certain
properties to “Institutional”. The proposed Code Amendment
would change the East Campus Overlay Zone (/EC) to include
residence halls as a permitted use, increase the maximum height
limit, and update the residential transition area. The proposed
Zone Change would remove the /EC East Campus Overlay Zone
from nine properties that are currently developed with
institutional uses.”
The above notice language is nearly identical to the language in the local public notice. This
language applies equally to the modified proposal approved by the Council. The Council
therefore finds that the City’s notices served their intended function of informing the public of
the nature of the University’s proposal and allowing for broad public participation in this
proceeding. The modifications adopted by the Council are not incongruous with the proposal
noticed by the City.
Findings regarding applicable criteria
The applications for a Refinement Plan Amendment, Code Amendment, and Zone Change were
processed concurrently, pursuant to EC 9.8005.
