East Campus University of Oregon (CA 25-02, RA 25-01, Z 25-03) <br />Findings Page 8 of 36February 2026 <br /> <br /> <br />of the Fairmount/University of Oregon Special Area Study and the amendments adopted <br />through Ordinance Nos. 20312 and 20460. <br />Based on these findings, the Refinement Plan Amendment is consistent with Statewide Planning <br />Goal 1. <br />Goal 2: Land Use Planning - To establish a land use planning process and policy <br />framework as a basis for all decision and actions related to use of land and to <br />assure an adequate factual base for such decisions and actions. <br />Consistent with Statewide Planning Goal 2, the concurrent Refinement Plan Amendment, Code <br />Amendment, and Zone Change applications are being processed according to Eugene’s Land <br />Use Code, which specifies the procedures and criteria applicable to review of the requests. The <br />requested amendments to the Fairmount/University of Oregon Special Area Study text and <br />diagram pertain to specific sites located within the Eugene City Limits. Therefore, the <br />Refinement Plan Amendment application is subject to Type IV Application Requirements and <br />Criteria, referenced at EC 9.7405, and the Refinement Plan Amendment Purpose, Applicability, <br />General Requirements, and Approval Criteria at EC Sections 9.8421 through 9.8424. <br />The Goal 2 coordination requirement is met when the City engages in an exchange, or invites <br />such an exchange, between the City and any affected governmental unit, and when the City <br />uses the information obtained in the exchange to balance the needs of the citizens. To comply <br />with the Goal 2 coordination requirement, the City provided notice of the proposal and <br />opportunity to comment to Lane County Planning, the City of Springfield, and the State of <br />Oregon’s Department of Transportation and Department of Land Conservation and <br />Development. <br />There are no exceptions to Statewide Planning Goal 2 required for the Refinement Plan <br />Amendment. Therefore, the amendment is consistent with Statewide Planning Goal 2. <br />Goal 3: Agricultural Lands - To preserve agricultural lands. <br />The amendment only affects property located within the Urban Growth Boundary and does not <br />affect any land designated for agricultural use. Therefore, Statewide Planning Goal 3 does not <br />apply. <br />Goal 4: Forest Lands - To preserve forest lands. <br />The amendment only affects property located within the Urban Growth Boundary and does not <br />affect any land designated by the comprehensive plan for forest use. Therefore, Statewide <br />Planning Goal 4 does not apply. <br />Goal 5: Natural Resources, Scenic and Historic Areas, and Open Spaces - To protect <br />natural resources and conserve scenic and historic areas and open spaces. <br />There are no Statewide Planning Goal 5 resources within the area subject to the amendments, <br />nor any other known open spaces or scenic areas requiring protection.
