The University Planning Office shall be notified of any proposal for development of new facilities <br />or for alteration or demolition of existing facilities within the area encompassed by these <br />policies. <br />b. The University Planning Office shall notify the neighborhood of the receipt of each such <br />proposal. In each instance where these policies provide for the inclusion of the neighborhood in <br />the review of University development proposals, the following procedures shall be observed: <br />1. Notice to the neighborhood shall be given in writing and delivered by regular mail to the <br />presiding officer of the neighborhood organization. This provision is not intended to <br />restrict the delivery of notice to other individuals by other means. <br />2. Notice of the intent to apply for a site review by the City of Eugene shall be given at least <br />45 days prior to the date that the application is filed with the City. The intent of this <br />procedure is to allow for maximum participation of the neighborhood in the review of <br />such proposals, and to attempt to reach agreement with the neighborhood prior to <br />entering site review discussions with the City. The Planning Office shall make every <br />reasonable effort to arrange for a meeting or series of meetings between appropriate <br />University officials and officially designated neighborhood representatives for the <br />purpose of discussing the proposal and resolving any concerns that may be expressed. <br />3. Notice of the intent to apply for a conditional use permit shall be given not less than 15 <br />days prior to the date the application is formally filed with the City. To the maximum <br />extent possible, neighborhood concerns shall be addressed in the application by the <br />University. Discussions with the neighborhood shall continue through the period that the <br />application is being processed by the City to the extent that they appear to be necessary <br />to resolve outstanding issues. <br />
