East Campus University of Oregon (CA 25-02, RA 25-01, Z 25-03) <br />Findings Page 1 of 36February 2026 <br /> <br /> <br /> <br />FINDINGS <br />Refinement Plan Amendment, Code Amendment, Zone Change <br /> <br /> <br />APPLICATION OVERVIEW <br /> <br />Name (File Numbers): East Campus University of Oregon <br />(RA 25-01, CA 25-02, Z 25-03) <br /> <br /> <br />Background Findings <br />This ordinance will amend the Fairmount/University of Oregon Special Area Study (the local <br />refinement plan), amend the Eugene Code, and change the zoning of several properties. The <br />area subject to this ordinance is located generally between Agate Street, Villard Street, East <br />15th Avenue, and East 19th Avenue, and consists of approximately 50 tax lots.1 The total area <br />of the subject properties is approximately 10.25 acres. <br />The University of Oregon has identified a need for increased development potential on and <br />near campus, specifically with regard to increasing enrollment and student housing demand. As <br />an outcome of the University’s review of its internal development policies, the University of <br />Oregon has proposed a package of Code Amendments, Refinement Plan Amendments, and <br />Zone Changes, to increase development potential within the area impacted by this ordinance. <br />All of the land that is subject to changed development rules under the amendments is owned <br />by the University and is zoned as Public Land (PL). This land is subject to the East Campus <br />Overlay zone (/EC), which imposes restrictions on University uses in this area that would <br />otherwise be allowed outright in the base PL zone. The substantive effect of the proposed <br />amendments is to allow University buildings including residence halls (dormitories) up to 85 <br />feet tall within an area of four contiguous city blocks west of Moon Lee Lane/Villard Alley, and <br />to adopt new building height transition standards that scale down building heights within a 75- <br />foot area between Moon Lee Lane/Villard Alley and the eastern edge of the Limited <br />Institutional area/East Campus Overlay zone. <br />There is an additional row of properties adjacent to the transition area on the west side of <br />Villard Street, that is within the refinement plan boundary, but is designated low density <br />residential and zoned R-1. This residential area is not subject to changed development <br />standards under the University’s proposal. <br />The Refinement Plan Amendment updates several sections of the Fairmount/University of <br />Oregon Special Area Study to align with the University’s East Campus Area Plan, specifically with <br />regard to the current and future housing needs of the University. <br /> <br />1 Several of the lot lines along Moss Alley have recently been vacated. This number therefore may be an <br />overstatement.
