The properties are zoned R-4 (High-Rise Residential). If the florist business is <br />discontinued, the site is appropriate for high-density residential uses, but site review <br />procedures should be attached to protect and buffer low-density residential uses next to and <br />across the street from this area. <br /> <br />Professional/Office (S) <br />This site is currently owned by the State Department of Transportation and contains the East <br />Eugene drive test center for the Department of Motor Vehicles (DMV). Should the DMV leave this <br />site, it is appropriate for office or professional uses to locate there. Access will continue to be <br />taken from Walnut Street. <br /> <br />Park/Open Space (P) <br />This designation recognizes the existing Fairmount Park. It should continue in park use in the <br />future. <br /> <br />Institutional (I) <br />The institutional area contains a number of uses including but not limited to automobile <br />parking, residence halls, various University offices and uses, a fire station, and Agate Hall. The <br />entire area is owned by the University (State Board of Higher Education) with the exception of 2 <br />privately owned residential lots. All University related uses are allowed in this area. <br /> <br />Limited High-Density Residential / Limited Institutional (LHDR/LI). Limited Institutional (LI) <br />This area serves as a transition between the more intensive institutional uses to the west and <br />north and the low density residential development to the east and south. Future uses include <br />university housing (excluding dorms) and support services such as offices, outdoor recreation <br />uses, storage, parking, and open space. This area provides development opportunities for a mix <br />of university-owned, high-density student housing, including residence halls and institutional <br />uses. Addressing on-campus student housing needs shall have priority. Development will be <br />regulated by the Eugene Code, including an East Campus Overlay Zone where it has been <br />applied, specifying special development standards for this area, and by the University’s East <br />Campus Area Plan Policies (see East Campus Area Plan East Campus Policy adopted by the <br />University for detail). <br /> <br />Commercial (C) <br />There are two commercial areas within the special study area serving the neighborhood: major <br />commercial facilities north of 15th Avenue, primarily facing Franklin Boulevard; and a
