UO Next Generation Housing Development Plan February 10, 2026 <br />Land Use Applications <br />Refinement Plan Amendments <br /> <br /> <br /> Page 31 <br />Community Commercial node at 19th Avenue and Agate Street. Both areas shall remain in <br />commercial uses with no further expansion of commercial zoning in either area. In order to <br />protect existing residential uses on the south side of 15th A venue, site review procedures will <br />be attached to properties facing 15th Avenue east of the alley between Moss Street and Villard <br />Street eastward to the ODOT lands. <br /> <br />Commercial (C) <br />There are two commercial areas within the special study area: a commercial area west of Villard <br />at East 13th Avenue that is developed with an arena and a Community Commercial node at 19th <br />Avenue and Agate Street. No further expansion of commercial zoning shall occur in either area. <br /> <br />Traffic Circulation Policies <br /> <br /> <br />Policies <br />1. The Department of Motor Vehicles site shall continue to gain access from Walnut Avenue and <br />not from Franklin Boulevard. <br />1. 2. The adverse effects of motor vehicle movement shall be mitigated as much as possible. <br />2. 3. Primary vehicular access to the former Oregon Department of Transportation Lands, which <br />now contains UO Parking, UO Transportation Services, and UO Police Department, <br />should minimize impact on nearby residences and Fairmount Park. <br />3. 4. Traffic management techniques shall continue to be used and new techniques developed to <br />reinforce the idea of a hierarchy of streets in the plan area. Some streets shall combine their <br />local, collector, or arterial function with a role as primary pedestrian and bicycle ways. The use <br />of low-volume, local neighborhood streets for through movements by trucks and heavy <br />construction equipment shall be discouraged. <br />4. 5. The City shall encourage the Lane Transit District (LTD) to provide an opportunity for affected <br />neighbors to review new LTD bus routes proposed to operate within the study area prior to the <br />approval and implementation of the route by LTD, and neighborhood notification should allow <br />sufficient time for adequate neighborhood discussion and response. <br />Update 7: Updates the Traffic Circulation Policies within Section II. Land Use – General <br />Policies: <br />• Remove policy three to be consistent with change in ownership of the Oregon Department of <br />Transportation Lands to the University and <br />• Update numbering of the policies to reflect the removed policy.
