UO Next Generation Housing Development Plan February 10, 2026 <br />Land Use Applications <br />Refinement Plan Amendments <br /> <br /> <br /> Page 29 <br />Institutional/Medium-Density Residential (I/M) <br /> <br />This area is appropriate for institutional uses and/or for medium-density residential development <br />not to exceed 20 dwelling units per acre. Review processes will involve the Neighborhood <br />Association and development will conform to the University of Oregon development standards. <br /> <br />Commercial (C) <br />There are two commercial areas within the special study area serving the neighborhood: major <br />commercial facilities north of 15th Avenue 9 primarily facing Franklin Boulevard; and a <br />Community Commercial node at 19th Avenue and Agate Street. Both areas shall remain in <br />commercial uses with no further expansion of commercial zoning in either area. In order to <br />protect existing residential uses on the south side of 15th Avenue, site review procedures will be <br />attached to properties facing 15th Avenue east of the alley between Moss Street and Villard <br />Street eastward to the ODOT lands. <br /> <br />Section II. Land Use – General Policies, Land Use Diagram Text, Page 37-39. <br /> <br />Low-Density Residential (L) <br />This area generally encompasses the south and east portions of the special study area. This <br />area is to remain in low density residential use with emphasis on preserving and maintaining <br />the single family character which currently exists and is considered an integral part of the <br />neighborhood. On University-owned lands within the state approved University boundary, the <br />limitations on Conditional Uses described in Policy #6 of the University of Oregon Lands <br />Policies - East Campus Area apply. Maintaining the symmetry along Villard Street between 15th <br />and 19th Avenues is important. However, the University-owned Low Density Residential area <br />not facing Villard Street may be developed as passive or active open space to provide a buffer <br />from the adjacent low density residential area. <br /> <br />Low- or Medium Density Residential (L/M) <br />This area is currently owned by the Oregon State Department of Transportation (ODOT). It <br />contains the Eugene Office of the State Police, the District Engineer’s Office, and the <br />maintenance facility for the Highway Division. The State has expressed interest in relocating <br />these functions. The diagram indicates the area should be for low- or medium-density <br />residential uses should the State decide to relocate in the future. Development in the area <br />should preserve a parklike border along Franklin Boulevard to preserve the “gateway entrance” <br />to the city. Site review procedures will be followed in future development to protect nearby <br />residences and ensure a “parklike gateway.” <br />
