The future land use diagram, which is contained in <br />the land use section, is a guide to future land use patterns within the plan area and will be adopted as a <br />refinement of the plan diagram in the Metropolitan Area General Plan. <br /> <br />An appendix to the Special Area Study will be printed under separate cover. The appendix will contain <br />the results of a number of studies that were conducted during the planning process, and also some <br />history of past zone change actions in the special study area. <br /> <br />Use of the Plan <br /> <br />This plan is a policy framework, not a zoning code or City ordinance. It provides a flexible guide for <br />specific decision-making. In itself, it will not set down decisions. The plan area is and will still be <br />governed specifically by the Eugene Municipal Code. <br /> <br />This plan is a long-range, comprehensive plan and, as such, should be occasionally reviewed and <br />updated (the University Development Policy specifically states it should govern for ten years from the <br />date of its acceptance). Changes in conditions may dictate reconsideration of policies. A review of the Special Area Study plan should be conducted in about ten <br />years to determine if a major update is appropriate. <br /> <br />The Planning Process <br /> <br />The Special Area Study planning process began in the summer of 1980. From the outset, the planning <br />committee of the Fairmount Neighborhood was open to participation from neighborhood residents, <br />property owners, or businesses. The only restriction pertaining to participation in the planning process <br />was that a person would not be allowed to vote on a planning committee issue until that person had <br />attended two previous planning committee meetings. Participants in the planning committee included <br />residents and renters within the special study area bounds, Fairmount residents who lived outside the <br />special study area, business owners and representatives, and representatives of the University of <br />Oregon housing and planning sections. <br /> <br />A draft Fairmount Special Area Study plan was distributed to each property owner, place of residence, <br />and business within the bounds of the special study area. The Fairmount Neighbors held study <br />sessions and a neighborhood hearing regarding the draft plan, and those comments and revisions were <br />submitted to the Eugene Planning Commission.
