UO Next Generation Housing Development Plan February 10, 2026 <br />Land Use Applications <br />Refinement Plan Amendments <br /> <br /> <br /> Page 7 <br /> <br />Preparation of the Special Area Study involved 1) definition of the plan. 2) identification of issues and <br />conflicts, and 3) identification and recognition of planning area goals. Collection of data and <br />performance of studies, development and revision of the findings, policies, and proposals, and <br />incorporation of the University policies within the document occurred over the last half of the process. <br /> <br />The Planning Commission held study sessions and public hearings on the plan. After considering public <br />testimony and the Fairmount Neighbors recommendations, the Planning Commission referred the draft <br />document to the City Council. The City Council held a public hearing and reviewed recommendations <br />from the neighborhood and the Planning Commission. The Special Area Study was adopted by the <br />council on September 27, 1982. <br /> <br />In 2002, the University of Oregon began a comprehensive update of its east campus <br />development policy. The goal of the update was to provide for the future campus land needs <br />without diminishing the quality of the surrounding neighborhood. Since the 1982 adoption of <br />the SAS, the University has developed numerous facilities within the east campus area (Knight <br />Law School, Museum of Natural History, Graduate Student Housing, East Campus Children’s Center <br />William M. Knight Law School, Museum of Natural & Cultural History, Vivian Olum Child <br />Development Center, and graduate student housing). The area’s development potential, as <br />constrained by SAS policies, University East Campus policies, and University Long Range <br />Development Plan policies, had been almost maximized. <br /> <br />Section I. Introduction, Overview, and Goals, Planning Process, Page 7. <br /> <br />The amended Land Use Diagram (Map 6) reflects the expanded Institutional area, Limited High <br />Density Residential/Limited Institutional Limited Institutional area, and Low Density Residential <br />buffer established to meet the goal of the policy update. An explanation of the process used to <br />develop the University’s updated East Campus Development Policy is contained in Section II. E <br />of this Plan. <br /> <br />In May 2005, the City of Eugene, in cooperation with the University of Oregon and the State of <br />Oregon, initiated a planning process for an area along Franklin Boulevard known as "Walnut <br />Station” which included the area between Franklin Boulevard and East 15th Avenue that had <br />been studied as part of the Fairmount/University of Oregon Special Area Study. The first phase <br />of the Walnut Station project focused on developing a common vision for that study area. The <br />second phase of the Walnut Station project began in October 2006 and focused on development <br />of a mixed use development plan (also known as a specific area plan). The Walnut Station
