The Walnut Station area <br />removed from the Fairmount/University of Oregon Special Area Study boundaries is that area <br />located on the south side of East 15th Avenue north to Franklin Boulevard and on the west side <br />of Villard Street east to the terminus of East 15th Avenue and the eastern boundary of the <br />property owned by ODOT (Map 17-03-33-31, Tax Lot 1500). In adopting the refinement plan and <br />special area zone for the Walnut Station area, the City Council removed from this <br />Fairmount/University of Oregon Special Area Study those policies that were specific to the <br />Walnut Station area. Where those policies still had importance to the Walnut Station area, they <br />were incorporated into the Walnut Station Specific Area Plan and/or implemented through the <br />Eugene Code provisions applicable within the Walnut Station Special Area Zone. The <br />background information and findings contained in the Fairmount/University of Oregon Special <br />Area Study that pertain to the Walnut Station area provide important context and history of the <br />planning process for the neighborhood and, although the Fairmount/University of Oregon <br />Special Area Study area no longer includes the Walnut Station area, some references to the <br />entire original study area remain in this Fairmount/University of Oregon Special Area Study. <br /> <br />Plan Contents <br /> <br />The Special Area Study plan is divided into two sections: a) land use; and b) transportation and <br />parking. Each section contains an introduction, findings, policies, and proposals for implementation <br />(also defined in glossary). <br /> <br />Findings are statements of fact that provide background data for the policies and proposals. <br />Policies are adopted by the City Council as guidance for decision-making related to the plan area. <br />The University policies are recognized by the City and adopted by the University. The policies will <br />be balanced with other city-wide and metropolitan policies and will guide public review of private <br />and public development proposals, as well as public decision-making regarding development, <br />facilities, and services within the special study area. Because they are adopted by the council as <br />the City's guide for action, policies are the most important statements in the plan. Proposals are <br />suggestions for implementing policies of this plan. In general, they will be further reviewed and <br />studied and may or may not be implemented in the form in which they appear in the plan. They are <br />recognized as ideas which have been suggested, after some public discussion, as possible ways to <br />implement the plan. Some proposals in this document involve jurisdictions other than the City, such <br />as the University of Oregon or the Oregon Department of Transportation. Proposals will be <br />recognized by the City Council at the time the Special Area Study is adopted. The plan also <br />contains goals which were adopted for the Special Area Study. The goals will not be adopted by the <br />City Council. They are included in this section (Section I) and are not presented in priority order. <br />
