UO Next Generation Housing Development Plan February 10, 2026 <br />Land Use Applications <br />Refinement Plan Amendments <br /> <br /> <br /> Page 4 <br />Because of the limited number of issues and relatively small area of impact, a special area study with a <br />clearly defined scope and time frame was conducted, rather than a broader and more elongated <br />refinement planning process. <br /> <br />This plan provides specific policy direction for that portion of the Fairmount Neighborhood which lies <br />directly east of the University of Oregon campus. The study area boundaries extend from East 19th <br />Avenue on the south to Franklin Boulevard on the north, and from Agate Street on the west, east to <br />Fairmount Boulevard, and include the properties on the north and south side of East 15th Avenue to the <br />east to the base of Judkins Point (see Map 3). The predominant land use in the special study area is <br />residential in nature, with the majority of units being single family. Commercial and institutional uses <br />comprise the majority of the remainder of the lands. <br /> <br />This plan contains a section on the University of Oregon development policy, affecting land owned by <br />the University. This policy is found in the land use section which contains policies that have been <br />adopted by the University of Oregon administration. The University policies will guide the University in <br />its planning and decision-making regarding public facilities and services in the east campus area. The <br />City Council recognized those policies. The Special Area Study will be consulted in the public's <br />evaluation of private and public development requests. It is intended that this Special Area Study will <br />gain wide circulation so that the private sector and the University, as well as other institutional and <br />commercial landholders, will consult and take guidance from this plan in forming plans that have an <br />effect in this area. <br /> <br />Section I. Introduction, Overview, and Goals, Introduction to the Plan Area, Page 5 <br /> <br />This Special Area Study contains select policies from the University of Oregon 2003 East <br />Campus development policy, with updates informed by the 2024 East Campus Area Plan, <br />affecting land owned by the University. These policies are contained in the land use section of <br />this Special Area Study. The University policies not adopted into this Special Area Study will <br />guide the University in its planning and decision making regarding public facilities and services <br />in the east campus area. The Special Area Study will be consulted in the public’s evaluation of <br />private and public development requests. It is intended that this Special Area Study will gain <br />wide circulation so that the private sector and the University, as well as other institutional and <br />commercial land holders, will consult and take guidance from this plan in forming plans that <br />have an effect in this area. <br /> <br />The Walnut Station Specific Area Plan adopted in 2010 incorporated some areas that were <br />originally included in the Fairmount/University of Oregon Special Area Study boundaries.
