Introduction, Overview, and Goals <br /> <br />INTRODUCTION TO THE PLAN AREA <br /> <br />The Fairmount Special Area Study is a refinement of several, broader policy documents, including the <br />Metropolitan Area General Plan, and the 1974 Community Goals and Policies Document, as well as <br />several City and metropolitan functional plans, such as the Eugene/Springfield Area 2000 <br />Transportation Plan (T-2000), and the Metropolitan and Eugene Bikeways Master plans. <br /> <br />This Special Area Study was undertaken in order to address land use and transportation issues in a <br />portion of the Fairmount Neighborhood. These issues include: <br /> <br />--future plans for the University-Owned lands and their relationship to the surrounding <br />neighborhood, <br /> <br />--future plans for the lands owned by the Oregon Department of Transportation and their <br />relationship to the neighborhood, <br /> <br />--the need to identify which portions of the east campus area are most appropriate to provide for <br />medium- and high-density residential development called for in the Metropolitan Area General <br />Plan, and <br /> <br />--the need to accommodate traffic and parking needs in the plan area, related to present and <br />future needs of the University of Oregon, commercial and residential land uses. <br /> <br />Update 1: Updates Section I. Introduction, Overview, and Goals: <br />• Demonstrate that the 2024 East Campus Area Plan is the current University of Oregon <br />development policy for the East Campus Area, <br />• Describe the text and diagram refinement plan amendments proposed in this application, and <br />• Change and simplify references to the Limited High-Density Residential/Limited Institutional Plan <br />Area as Limited Institutional.
