City of Eugene <br />Final Plat Partition <br />February 2, 2026 <br />Page 4 of 10 <br /> <br /> <br />EC 9.8235 Partition, Final Plat – Application Requirements <br />In addition to the provisions in EC 9.7010 Application Filing, final plat applications shall: <br />(1) Be signed by the owner of the property. <br /> <br />Findings: A representative of PeaceHealth, the property owner, has signed the application form. The form <br />is included in the application materials. This requirement is met. <br /> <br />(2) Contain a proposed final plat stamped and signed by an Oregon licensed land <br />surveyor, complying with state and local platting and surveying requirements. <br /> <br />Findings: The attached proposed Final Plat is signed by John Davis, PLS, an Oregon licensed land <br />surveyor. This requirement is met. <br /> <br />(3) Contain documentation addressing all conditions of tentative plat approval and state <br />and local platting requirements. <br /> <br />Findings: The conditions of approval are addressed below under the applicable approval criteria. As <br />shown in the attachments, the proposed Final Plat is consistent with the applicable state and local <br />platting requirements. This requirement is met. <br /> <br />EC 9.8240 Partition, Final Plat – Approval Criteria <br />The planning director shall approve or deny the partition’s final plat. Approval shall be <br />based on compliance with the following criteria, unless specifically exempt from compliance <br />through a code provision applicable to a special area zone or overlay zone: <br />(1) The city surveyor has approved the final plat for compliance with applicable platting <br />requirements in accordance with state law. <br /> <br />Findings: As demonstrated in the attachments, the proposed Final Plat is consistent with the applicable <br />state and local platting requirements. The Applicant expects the City surveyor to approve the Final Plat. <br />This criterion is met. <br /> <br />(2) Streets, bicycle paths, accessways, and alleys for public use have been dedicated <br />without any reservation or restriction other than reversionary rights upon vacation. <br /> <br />Findings: This criterion is not applicable. There were no proposed or required dedications of streets, <br />bicycle paths, accessways, and alley as dedicated right-of-way as part of the Tentative Partition Plan <br />decision. While Condition 1 of the Tentative Partition Plan application decision requires the Applicant to <br />dedicate a public pedestrian and bicycle accessway easement located generally between the proposed <br />partitioned lots as described in both Conditions 1 and 2, such dedication is not the type of dedication <br />addressed by this criterion. (Note: Consistent with Condition 1, the required pedestrian and bicycle public <br />access easement is shown on the proposed Final Plat.) <br /> <br />
