Existing Conditions and Site Access <br /> <br />The site is relatively flat and is currently developed with a portion of the former Sacred Heart <br />PeaceHealth University District Hospital, surface parking areas, landscaping, and other site <br />infrastructure. The existing buildings and site are proposed for demolition. <br /> <br />The site has frontage on Hilyard Street, which is classified as a Minor Arterial street, and Alder Street and <br />West 13th Avenue are classified as Major Collector streets. The public street frontages are fully improved. <br />Segments of Alder Street and Hilyard Street frontages lack street trees and/or public landscape strips to <br />accommodate on-street parking. The area is well served by extensive transportation facilities. The Lane <br />Transit District (LTD) provides BRT service – EmX – on West 11th Avenue with headways of less than 10- <br />minutes. Routes 28, 81, and 98 run on the one-way pairs, Hilyard/Patterson Streets, and the West <br />11th/West 13th Avenues. In addition to transit services, the City of Eugene has constructed major bicycle <br />facilities along Alder Street and West 13th Avenue to improve safety for riders. West 12th Avenue is <br />identified as a neighborhood greenway in the Transportation System Plan. <br /> <br />III. Relevant Land Use History <br /> <br />The site was annexed into the City limits in 1874. The majority of the site was platted as part of Shaw’s <br />Second Addition. Other portions of the site were previously public rights-of-way, East 12th Avenue and <br />East 11th and East 12th alleys, which were vacated through formal procedures. Per available public <br />records, the East 12th Avenue right-of-way was vacated in 1962 through adoption of City ordinance no. <br />12815. The East 12th Alley right-of-way was vacated in 1963 through adoption of City ordinance no. <br />13193. A remnant portion of the East 12th Alley right-of-way was vacated in 1967 through adoption of City <br />ordinance no. 14645. Most recently, the East 11th Alley right-of-way was vacated in 2002 through <br />approval of City application file no. 2002-2313. The prior hospital use on the site was a conditional use <br />that required a Conditional Use Permit (CUP). The site has been the subject of several CUPs and CUP <br />Modifications thereto to accommodate the hospital use and growth. The hospital is no longer operational <br />at this site. The CUPs are specific to the hospital use, and they are not relevant to the future housing use <br />or redevelopment of the site. <br /> <br />Concurrent Adjustment Review applications (City File Nos. ARA 25-22 and 25-23) were approved for the <br />south parcel. As the required , the site received Tentative Partition Plan (City File No. PT 25-14) approval <br />effective January 14, 2026, prior to submittal of the subject application. <br /> <br />IV. Final Plat Partition Approval Criteria – Supporting Facts and Findings <br /> <br />This section is organized by documenting the applicable application requirements and approval criteria <br />per EC 9.8235 and 9.8240 in bold italics, followed by proposed findings in normal text. <br /> <br />
