As noted above, per EC 9.6420(4), we understand that the Large Parking Areas standards are <br />applicable to surface parking lots that are more than 21,780 square feet (½-acre). The proposed <br />parking area exceeds a ½ acre of paved vehicular use area. Therefore, it is subject to EC <br />9.6420(4)(d). Please confirm. <br /> <br />The project team is considering which code-required path to follow, either solar panels or tree <br />canopy design and plan because of the site, building and use constraints. Please explain if it is <br />possible to provide a mix of the two options allowed as outlined at EC 9.6420(4)(d)3. <br />· If a hybrid approach is allowed, please explain how to address the code requirements <br />with a hybrid approach. <br />· Is there a particular day of the year when the 40 percent shade canopy is measured? <br />· Due to the constrained site area for the proposed use and the context of the above- <br />described ROW area along West 6th Avenue and West 7th Avenue, is the Applicant <br />able to use these ROW areas to plant some of the trees required as part of a tree <br />canopy plan for the project site? <br />· Can you please also provide the EWEB contact information to coordinate with on a <br />Tree Canopy Plan to confirm there are no conflicts? <br /> <br />In calculating the Large Parking Area per EC 9.6420(4)(b) cited below for reference, our <br />interpretation is that the landscaping required as part of EC 9.6420(3)(c) Parking Area Landscaping <br />Along Street and Driveway Entrances and EC 9.6420(3)(d) Perimeter Parking Area Landscaping as <br />well as the EC 9.6730 Pedestrian Circulation On-Site are not included in the calculations. Please <br />confirm our understanding of the requirements. <br /> <br />“For purposes of this subsection (4), a surface parking area shall be measured around the <br />perimeter of all surface parking spaces and include drive aisles, maneuvering areas, required <br />interior parking area landscaping, required curbs, and any driveways that provide direct <br />access to parking spaces. Pedestrian paths and walkways, stormwater detention facilities that <br />are not part of required interior parking area landscaping, and marked pedestrian crossings <br />may be excluded from the surface parking area measurement.” <br /> <br />14. As noted above, the applicant does not propose a residential use. The proposed project is a <br />Hospital or Medical Clinic use on a C-2 zoned site. Please confirm that EC 9.6420(8) does not <br />apply. Also, advise whether the proposed project – a hospital/medical clinic use – must <br />comply with OAR 918-460-0200 that requires “commercial buildings under private <br />ownership” to provide EV charging infrastructure (conduit) for up to 20 percent of total <br />parking spaces. <br /> <br />Civil Engineering <br /> <br />15. Please confirm that existing hydrant coverage is sufficient. <br /> <br />16. Are there any capacity or maintenance issues with any of the surrounding public stormwater <br />mains that would stop us from connecting to the stormwater mains or manholes?
