City of Eugene – Project Consultation Meeting <br />May 1, 2025 <br />Page 6 of 8 <br /> <br /> <br />EC 9.6730(2)(a)(1) & (2)(a)(3) – Do not provide pedestrian walkways to Grant Street. <br />An adjustment to not provide the required on-site pedestrian connection eastward to Grant <br />Street because an eastward connection would extend across the proposed covered <br />ambulance drop-off area, thus creating potential conflicts with emergency vehicle access. <br />The emergency vehicles enter from Grant Street and turn into the ambulance bay. After <br />discharging patients, the ambulance leaves the covered bay and travels westbound to exit <br />onto West 6th or West 7th Avenues. The project team reviewed this proposed access <br />circulation in a meeting on March 2025 with JoAnna Kamppi, Eugene-Springfield Fire <br />EMS Chief. Furthermore, a mid-block connection to Grant Street is redundant with other <br />provided pedestrian connections to the existing public sidewalks to the north and south. <br />Per EC 9.6730(4), adjustments may be made to the Pedestrian Circulation On-Site <br />standards if consistent with the criteria at EC 9.8030(22) Pedestrian Circulation On-Site <br />Adjustment. <br /> <br />EC 9.6735(2) & EC 7.420(1)(c) – Provide public access to all abutting streets with full <br />turning movements. <br />An adjustment to provide vehicular access to all abutting streets. The site abuts both <br />major arterial and local streets, and the multiple proposed connections maximize access <br />for the proposed hospital use. The proposed project reduces the 7 existing access <br />connections to 3 connections. See the attached Preliminary Architectural Site Plan for <br />locations. Per EC 9.6735(3), adjustments may be made to the Public Access Required <br />standards if consistent with the criteria at EC 9.8030(28) Public Access Required <br />Adjustment. <br /> <br />11. Based on the use category – “Hospital, Clinic or other Medical Health Treatment Facility (including <br />mental health) in excess of 10,000 square feet of floor area” – 1 bicycle parking space is required <br />for each 3,000 square feet of floor area. Seventy-five percent must be long-term spaces, and the <br />remaining 25 percent are short-term. The proposed 18,620-square foot building is required to <br />provide 6 total bicycle parking spaces (4.5 long-term, 1.5 short-term). Per EC 9.6105(4)(c), the 2 <br />required short-term bicycle parking spaces are not required to be sheltered. The proposed 2 short- <br />term spaces are provided near the entrance. See the attached Preliminary Architectural Site Plan <br />for locations. The proposed long-term bicycle spaces are provided within a secure, covered <br />enclosure. A minimum of 5 long-term bicycle parking spaces will be provided. Please confirm the <br />calculations are accurate and that the proposed locations comply with City standards. <br /> <br />12. As part of the State’s CFEC-mandates, the City adopted standards that no longer required vehicle <br />parking Citywide and when parking is provided as part of a development, there is only a maximum <br />number of vehicle parking spaces per use stipulated. The proposed vehicle parking area includes <br />approximately 88 vehicle parking spaces, including the required ADA spaces and a loading/delivery <br />area. Per EC Table 9.6410, a “Hospital, Clinic, or other Medical Health Treatment Facility (including <br />mental health) in excess of 10,000 square feet of floor area” use shall provide no more than 1.25 <br />parking spaces per 200 square feet of floor area. At approximately 18,620 square feet, the <br />proposed use can provide up to 117 vehicle parking spaces. The proposed 88 vehicle parking <br />spaces are consistent with and less than the maximum parking requirements. Please confirm our <br />interpretation and calculations are accurate.
