City of Eugene – Project Consultation Meeting <br />May 1, 2025 <br />Page 5 of 8 <br /> <br /> <br />EC 9.2170(4)(c)(4) – Vehicular use area located between the street and street-facing <br />façade. <br />An adjustment to locate a portion of the vehicular use area between West 7th Avenue and <br />the street-facing south façade. The south façade includes the ambulance delivery bay and <br />vehicle drop-off area, so it is setback from the West 7th Avenue street frontage to <br />accommodate these critical operations for the proposed use and on-site ambulance <br />maneuvering. Per EC 9.2170(12)(f), adjustments may be made to the Commercial Zone <br />Development Standards if consistent with the criteria at EC 9.8030(2) Setback Standards <br />Adjustment. <br /> <br />EC 9.2170(4)(c)(5) – Main entrance facing the street on any façade of the building <br />within the front yard setback. <br />An adjustment to provide the main entrance on the west façade outside of the front yard <br />setback. The main entrance on the west façade faces the on-site parking area. Due to the <br />proposed emergency department providing urgent medical services, most patients are <br />anticipated to arrive via motor vehicle or ambulance. Per EC 9.2170(12)(f), adjustments <br />may be made to the Commercial Zone Development Standards if consistent with the <br />criteria at EC 9.8030(2) Setback Standards Adjustment. <br /> <br />EC 9.6420(3)(c)(1)(a) & (3)(d)(1) – Landscape strip along the street and perimeter <br />parking area landscape that is less than 7-feet minimum width or a pedestrian <br />walkway as shown. <br />An adjustment to provide less than the minimum 7-foot-wide landscape strip (or a <br />pedestrian walkway) on the north, south, and east for the parking area perimeter. Per EC <br />9.6440, adjustments may be made to the Motor Vehicle Parking and Loading Standards if <br />consistent with the criteria at EC 9.8030(10) Motor Vehicle Parking and Loading <br />Standards Adjustment. <br /> <br />EC 9.6420(3)(e) – Interior parking area landscape island that is less than 7-feet <br />minimum width and/or less than the minimum 140 square feet area. <br />An adjustment to provide parking area landscape islands that are less than the minimum <br />7-foot wide and/or less than the minimum 140 square feet area. The adjustment is <br />proposed in certain locations to more efficiently develop the constrained site area for the <br />proposed use. Per EC 9.6440, adjustments may be made to the Motor Vehicle Parking <br />and Loading Standards if consistent with the criteria at EC 9.8030(10) Motor Vehicle <br />Parking and Loading Standards Adjustment. <br /> <br />EC 9.6703(3) – Provide driveways with internal vehicle stacking area less than the <br />minimum 50-feet. <br />An adjustment to provide less than the required minimum 50-feet stacking area measured <br />from the back of sidewalk to the centerline of first intersecting drive aisle. The vehicle <br />stacking area on the north driveway is approximately 44-feet and the south driveway is <br />approximately 47-feet. Per EC 9.6703(4), adjustments may be made to the Driveway and <br />Internal Circulation Standards if consistent with the criteria at EC 9.8030(27) Driveway and <br />Internal Circulation Adjustment.
