City of Eugene – Project Consultation Meeting <br />May 1, 2025 <br />Page 4 of 8 <br /> <br /> <br />· Landscape – Plant, maintain and irrigate (connect to the on-site irrigation system) the area <br />between the public sidewalk and proposed parking area. <br />· Pedestrian Walkways – Per 9.6420(4)(e)(2)a. and b., a landscape strip and pedestrian <br />walkway must be placed along the entry driveway. The pedestrian connections to the public <br />sidewalk and the required parking landscape area along the driveways are located within this <br />public ROW area to connect to the respective streets. <br />· Signage – Proposed freestanding monument signs are located near the entry driveways on <br />both West 6th and West 7th Avenues within this ROW area. Both are located on the far side of <br />the driveway connection. This placement guides patients/visitors into the parking area. <br />Locating the sign near the back of the curb improves visibility by assisting drivers from farther <br />away. <br />· Please also see question 13 below. <br /> <br />We understand from prior experience that the City can accept these items within the ROW through <br />a revocable easement. Please confirm that these proposed improvements can be located in <br />this City owned public ROW area with a revocable easement and the City staff can <br />conceptually support this approach. Please also provide information on any requirements <br />for the proposed improvements and the revocable easement/petition process. <br /> <br />10. The proposed project will comply with all applicable code standards except for the proposed <br />adjustment review requests outlined below. Please confirm that the below proposed <br />adjustments are correct and require a Major Adjustment Review application. Can City staff <br />conceptually support the proposed adjustments? Also, please let us know if you see any <br />additional adjustment review requests that may be required based on the preliminary <br />drawings. <br /> <br />EC 9.2170(4)(c)(2) – Street-facing façade is located outside the maximum front yard <br />setback. <br />An adjustment to locate the south façade of the proposed building outside the maximum <br />15-foot front setback. The south façade includes the ambulance delivery bay and vehicle <br />drop-off area, so it is setback from the West 7th Avenue street frontage to accommodate <br />these critical operations for the proposed use and on-site ambulance maneuvering. Per <br />EC 9.2170(12)(f), adjustments may be made to the Commercial Zone Development <br />Standards if consistent with the criteria at EC 9.8030(2) Setback Standards Adjustment.
