City of Eugene – Project Consultation Meeting <br />May 1, 2025 <br />Page 2 of 8 <br /> <br /> <br />Site Context and Description <br />The site is located in west Eugene within the boundary of the Far West Neighborhood Association with <br />street frontage on West 6th Avenue, West 7th Avenue, and Grant Street. The site includes 7 existing <br />parcels that total approximately 2.04 acres (88,862 SF). The site is currently developed with impervious <br />pavement and a vehicle sales use. <br /> <br />The 7 existing parcels are located within the Eugene City Limits and Urban Growth Boundary. The site <br />and other abutting lots are zoned Community Commercial (C-2), which is consistent with the Commercial <br />designation on the Metro Plan diagram. There are no overlay zones applied to the site. The proposed ED <br />is considered a Hospital use per the Eugene Code definition of Hospital, so the use is subject to a CUP <br />as confirmed with City planning staff in preliminary discussions. <br /> <br />West 6th Avenue and West 7th Avenue are classified as major arterial streets, and Grant Street is <br />classified as a local street. The public street frontage is fully improved on each frontage with setback <br />sidewalks, street trees, and other City right-of-way improvements. <br /> <br />In addition to the following questions, we have enclosed a Preliminary Architectural Site Plan and Exterior <br />Elevations. <br /> <br />Project Consultation Questions (Specific Questions in Bold) <br /> <br />Land Use Planning <br /> <br />1. Per EC Table 9.2450, a Medical Clinic use is an outright allowed use and a Hospital use requires a <br />CUP application and approval in the C-2 zone. The proposed independent emergency department <br />facility does not include the wide range of facilities – i.e., waste incinerators or helipads – that are <br />common to hospitals. Also, similar to an urgent care facility, patients are able to stay less than 24 <br />hours before discharge or transport to a hospital. Given the similarities to an urgent care <br />medical clinic use and the differences in operational characteristics from a hospital use, <br />please provide confirmation of the correct use category in the Eugene Code for the <br />proposed use. Please also confirm our review of the current land use designations and <br />zoning. <br /> <br />2. If it is determined that the proposed ED is a Hospital use and a CUP is required, a <br />neighborhood/applicant meeting is a required per EC 9.7007. According to the City’s website maps, <br />the site is located within the Chambers Westside Neighbors (CWN) association boundary. <br />Therefore, the project team will coordinate with CWN leaders to schedule the required meeting. <br />Please provide the most updated contact information for the neighborhood leader. <br /> <br />Also, per 9.7007(5), we will mail notice to the West Eugene Community Organization, as the project <br />site is within 300-feet of the WECO boundary.
