Where this land use code provides that on- <br />site pedestrian circulation may be adjusted, the standards may be adjusted upon <br />finding that, considering site constraints or practical difficulties, the proposed design <br />provides adequate pedestrian connections: <br />(a) Between building entrances and streets or accessways; <br /> <br />Findings: The proposed project provides pedestrian connections between all building entrances and the <br />abutting public streets. The main entrance is connected to both West 6th and West 7th Avenues by a <br />north-south pedestrian walkway that runs generally through the center of the site. This north-south <br />walkway is connected to Grant Street by an east-west pedestrian walkway that runs along the north side <br />of the Grant Street driveway. The existing site context and operational characteristics of the use present <br />practical challenges to pedestrian circulation because the operational characteristics of the emergency <br />department necessitate separate entrances for users and EMS services to minimize distractions or <br />obstructions in the ambulance drop-off area. The urban site context with the adjacent Grant Street public <br />sidewalk enables the separation of the different users to facilitate the safe and efficient operations at the <br />emergency ambulance drop-off area. The site is bounded by 3 public streets and each is improved with <br />sidewalks. Staff can easily use a small segment of the Grant Street sidewalk to move between the on-site <br />walkway serving the staff and EMS entrances and the on-site walkway on the south side of the Grant <br />Street driveway connecting the parking areas, main entrance and West 6th Avenue and West 7th Avenue <br />public rights-of-way. This adjustment criterion is met. <br /> <br />(b) Between new and existing buildings on the development site, including recreation <br />and community facilities; <br /> <br />Findings: The proposed project includes only one new building. There are no existing buildings on the <br />site. There are no recreational or community facilities on the site. Therefore, there are no connections <br />between the proposed new and any existing buildings. This adjustment criterion is not applicable. To the <br />extent it is relevant, the proposed project provides 4 connections from the abutting public sidewalks to the <br />proposed new building. These are provided in logical locations that serve pedestrians with direct <br />connections to the appropriate on-site entrances and in locations that comply with the City code. <br /> <br />(c) From proposed employment and industrial, commercial and institutional uses to <br />adjacent parcels having similar existing or planned uses; <br /> <br />Findings: The proposed site design provides adequate pedestrian connections to the adjacent parcels via <br />connections to the improved public sidewalk network. The proposed project extends across the block <br />formed by West 6th and 7th Avenues, with frontage on 3 public streets. The proposed project provides 4 <br />connections from the public sidewalks to the proposed new building. These are provided in logical and <br />easily identifiable locations that serve pedestrians with direct connections to the various on-site entrances <br />and in locations that comply with the City code. The main entrance is connected to both West 6th and <br />West 7th Avenues by a north-south pedestrian walkway that runs generally through the center of the site.
