The proposed project preserves the existing <br />mature street trees along both West 6th and West 7th Avenues. None of the existing street trees are <br />proposed for removal. The adjustment criteria are met. <br /> <br />As allowed under EC 9.6730(4) and EC 9.8030(22), the Applicant requests an adjustment to the <br />Pedestrian Circulation On-Site standards at EC 9.6730(2)(a)(2) to use a small portion of the public <br />sidewalk on Grant Street to connect the on-site walkway for the ambulatory care and staff entrances on <br />the south façade to the main entrance on the west elevation via the on-site pedestrian walkway located <br />on the south side of the Grant Street driveway that connects to the main building entrance on the west <br />façade and the other public rights-of-way. <br /> <br />EC 9.6730 Pedestrian Circulation On-Site <br />(2) Applicability of Standards. As more specifically provided in this section, the standards <br />in this section apply to any development that creates a new building entrance, but not <br />to a building alteration or change in use. <br />(a) In any zone, except I-2 and I-3, on-site pedestrian paths shall be constructed in the <br />following cases for institutional, office, commercial and employment and <br />industrial development: <br />… <br />2. To connect any new building entrances on a development site to all other <br />new and existing building entrances on the same development site, except <br />entrances used primarily for loading and unloading freight. <br /> <br />Overview: The requested adjustment supports the operational characteristics of the proposed satellite <br />ED, while meeting the intent of the pedestrian circulation standards through the use of a small portion of <br />the Grant Street public sidewalk in this urban setting. The proposed use has two distinct entrances that <br />serve different building users. The main entrance is on the western facade. The main entrance is for the <br />general public that travels to the satellite ED independently. The entrances on the south facade are <br />intended solely for use by medical personnel, including both a staff entrance for employees of the <br />satellite ED and an EMS entrance for arriving emergency medical personnel and patients. The nature of <br />the use demands separate entrances so the EMS entrance is controlled, vehicular congestion is <br />mitigated, and people in the area are focused on the medical mission of the ED facility. The adjustment <br />facilitates the necessary segregation of pedestrian traffic. The site context also enables the segregation <br />of users. The site is bounded by 3 public streets and each is improved with sidewalks. Staff can easily <br />use a small segment of the Grant Street sidewalk to move between the on-site walkway serving the staff <br />and EMS entrances and the on-site walkway on the south side of the Grant Street driveway connecting <br />the parking areas, main entrance and West 6th Avenue and West 7th Avenue public rights-of-way. <br /> <br />
