City of Eugene <br />Concurrent Conditional Use Permit & Adjustment Review Applications <br />January 27, 2026 <br />Page 42 of 43 <br /> <br /> <br /> <br />This north-south route is connected to Grant Street by an east-west pedestrian walkway that runs along <br />the driveway. The on-site pedestrian walkways connect to/from the existing public sidewalks on Grant <br />Street and West 6th Avenue and West 7th Avenue that provide access to nearby uses on adjacent parcels <br />to the west, as well as to connect to crosswalks and signalized intersections that facilitate safe crossing <br />movements to other uses on adjacent parcels across the 3 abutting public streets. This adjustment <br />criterion is met. <br /> <br />(d) To nearby transit stops, parks and other recreation facilities; and <br /> <br />Findings: The proposed site design includes adequate on-site pedestrian connections to the adjacent <br />public rights-of-way that provide access to nearby transit stops, parks, and other recreation facilities. As <br />described above, Lane Transit District serves the area with several routes, including EmX on West 6th <br />and West 7th Avenues. Stations on West 6th Avenue for the westbound EmX are located 1 block in either <br />direction. The nearest station on West 7th Avenue for the eastbound EmX service is one block east near <br />Chambers Street. The nearest park and/or public recreational facility is Martin Luther King, Jr. Park, <br />which is about 1,200 feet to the south on Grant Street. Each street segment between the proposed use <br />and the nearby transit stops, parks, and recreational facilities is improved with public sidewalks. The <br />direct on-site pedestrian connections from the proposed new building entrances to the adjacent streets <br />facilitate connections to these community uses. This adjustment criterion is met. <br /> <br />(e) Between parking lots and main buildings. <br /> <br />Findings: The proposed site design provides adequate pedestrian connections between the proposed <br />parking lots and the building. The proposed project includes one proposed new building with a main <br />entrance for the general public on the west facade and the EMS and staff entrances on the south facade. <br />The site design creates multiple smaller parking areas that are divided by landscape islands and <br />pedestrian walkways. These on-site pedestrian walkways include the central north-south route that <br />connects the main entrance to the two parking areas on the southern half of the site. The main entrance <br />is also connected to the western parking area by an east-west pedestrian walkway and crosswalk that <br />bisects the central landscape island and aligns with the covered entry. The staff entrance is located in the <br />southeast corner of the building near the covered ambulance drop-off lane. Because of the site context <br />with extensive street frontage, the preferred connection to the EMS and staff entrances from the southern <br />parking area is made via a small segment of the Grant Street public sidewalk as discussed above and <br />the east-west pedestrian walkway that runs along the driveway next to the bike enclosure and the Grant <br />Street public sidewalk. This adjustment criterion is met. <br /> <br />The proposed adjustment results in a site design that maintains adequate pedestrian connections that <br />balance code compliance with the practical difficulties presented by the emergency department use that <br />needs to separate public users and medical personnel for operational efficiency and safety. Based on the <br />findings provided here and as depicted on the attached Site Plan, the adjustment is consistent with the <br />approval criteria.
