In all areas except in the /TD overlay zone, a landscape strip at least 7 <br />feet in width shall be provided. <br /> <br />Overview: The requested adjustment reduces the required minimum 7-foot-wide perimeter parking area <br />landscape strip to a minimum of about 4’-4 including the 2’-0” bumper overhang as shown on the Site <br />Plan along West 6th Avenue and West 7th Avenue to accommodate the design and program elements for <br />this needed use in the City of Eugene. The requested adjustment to the width of the parking area <br />landscaping along streets enables safe and efficient vehicle circulation and parking on this constrained <br />site that are consistent with the applicable parking lot dimensional standards. West 6th and West 7th <br />Avenue rights-of-way extend beyond the existing public sidewalks by about 20 feet. <br /> <br />(10) Motor Vehicle Parking and Loading Standards Adjustment. Where this land use code <br />provides that the motor vehicle parking standards may be adjusted, the standards may <br />be adjusted upon finding the applicable corresponding criteria are met. <br />(c) Parking Area Standards. Adjustments may be made to the landscape standards of <br />EC 9.6420(3) upon finding that the proposed landscape is consistent with the <br />following applicable criteria: <br />1. Provides visual separation, as needed, between adjacent development. <br />2. Provides clearly defined parking area entrances and on-site pedestrian <br />circulation. <br />3. Enhances and softens the appearance of parking structures. <br />4. Breaks up large expanses of parking. <br />5. Protects or mitigates the loss of significant trees or other natural features on <br />or adjacent to the development. <br /> <br />Findings: The adjusted proposed landscaping is consistent with the applicable criteria listed in subparts 1 <br />through 5, above. Criterion 3 is not applicable, as a parking structure is not proposed. As shown on the <br />attached Landscape Plan, despite the requested adjustment to the parking lot landscape bed width along <br />West 6th and West 7th Avenues to about 4’-4 including the 2’-0” bumper overhang, the narrower area can <br />still accommodate the required plantings per the L-2 landscape standard. The proposed vehicle parking <br />landscape areas and the provision of the L-2 landscape plantings provide visual separation between the <br />site, public sidewalk, street, and adjacent developments. <br /> <br />The requested adjustment does not affect the landscape areas along driveway entrances. The landscape <br />areas near each driveway, which defines the entrances and pedestrian connections from the public <br />sidewalk into the site, are planted consistent with or exceed the minimum width requirement. The <br />proposed site and landscape design helps break up large expanses of parking and divide the parking <br />area into 3 smaller areas. Per EC 9.6420(4), the parking area is considered “large,” as it exceeds ½-acre. <br />The landscape islands between parking rows are planted with ground covers and shrubs with canopy <br />trees above. The resultant mature canopy coverage will be about 41 percent of the parking area. The <br />proposed landscaping greatly enhances the existing condition of the site and neighborhood.
